SUMMARY:

The study analyzed the use of innovation marathons, such as hackathons and ideathons, as strategic tools to promote open innovation within the Federal Network of Professional, Scientific, and Technological Education (RFEPCT), based on the analysis of their public calls for participation. These events, grounded in intensive collaboration among participants, seek solutions to specific challenges and, when well-designed, serve as strategic instruments that contribute to generating real value for the organization. This qualitative research employed a systematic documentary analysis of the calls published by the institutions in the Network across all federal units between 2023 and 2024. The objective was to examine strategic elements in the design of the events, such as goals, proposed challenges, target audience, incentives, and alignment with institutional guidelines. The findings indicate that the events have a strong educational focus, emphasizing student training and the promotion of entrepreneurship. However, weaknesses were observed regarding the implementation of proposed solutions and the consolidation of external partnerships to support innovation continuity. It is concluded that, although these initiatives hold relevant potential for public value creation and the strengthening of an innovation culture within the RFEPCT, their impact remains limited due to a lack of clear integration with institutional strategies, insufficient follow-up on proposals, and weak external articulation. It is suggested that future calls include mechanisms to ensure the sustainability of proposed solutions, fostering better alignment between the events’ objectives and the practical application of their outcomes, thus contributing to the effective creation of public value.
