With the expansion of teleworking and the increasingly digitalized environment of organizations, digital skills play a fundamental role in this transition and can also play an important role in facilitating the adaptation of employees to remote work. The objective of this study, therefore, is to understand how the development of digital skills necessary for hybrid work occurs in public universities. This research has a qualitative approach and will use the multiple case study as a research strategy (Yin, 2015). Two Brazilian Federal Public Universities were selected to conduct the research: the Federal University of Ceará (UFC) and the Federal University of Rio Grande do Norte (UFRN). Data collection will occur through triangulation of documentary analysis and semi-structured interviews; data analysis will be carried out through the thematic or categorical analysis of Braun and Clarke (2006). The preliminary results obtained allowed us to map the scenario of digital skills development and telework in Brazilian federal universities, and it was possible to see that these institutions promote actions for the development of digital skills without an action plan or institutional policy established for this purpose. The continuation of the study is expected to promote a deeper understanding of the development of digital skills in an organizational environment marked by technological advances, which adheres to an increasingly hybrid way of working and with all the peculiarities that permeate the public sector.
