SUMMARY:

Chronic musculoskeletal pain (CMP) presents a growing challenge in Primary Health Care (PHC), due to both its high prevalence and its significant functional and psychosocial impact on affected individuals. In the municipality of Serra da Raiz, Brazil, there is a persistent and high demand for care related to CMP, highlighting the need for more structured and effective interventions. This study aims to develop and validate a care protocol proposal for managing CMP in PHC, integrating pharmacological and non-pharmacological practices grounded in scientific evidence and the perspectives of both users and health professionals. This is a methodological study with a qualitative approach and quantitative elements, organized into four main phases: (1) integrative literature review; (2) data collection from PHC users and professionals through interviews and focus groups; (3) development of the protocol proposal; and (4) participatory validation by local health professionals. Qualitative data will be analyzed using thematic content analysis, while the quantitative validation data will be assessed using a concordance index (CI ≥ 80%). In addition to reinforcing the use of low-cost, patient-centered healthcare technologies, the proposed protocol is expected to enhance the quality of care by fostering more effective, humanized clinical practices aligned with the principles of Brazil's Unified Health System (SUS).
