Public administration has been going through the need to work efficiently and optimize public resources, given a scenario where these resources are scarcer. In this sense, public purchase, an intermediary action for the achievement of institutional objectives, must be carried out seeking the maximum value addition for those interested in the logistics chain in which it is inserted, using the minimum resources necessary to achieve these objectives. Thus, the objective of this work is to propose an Action Plan to implement strategies to improve the efficiency of public procurement at the Federal University of Cariri, through Design Science Research. Using the Design Science Research as a methodological path for the construction of this Action Plan (artifact), which consists of the following steps: definition/diagnosis of the problem situation; brief presentation of an artifact to solve the problem situation for intervention research participants; collective construction of the artifact to implement strategies to solve the problem of efficiency in public procurement in the institution. The relevance of the knowledge produced here is in line with the potential for institutional impact arising from the implementation of the proposed intervention at the Universidade Federal do Cariri.
