Governance and management framework for public procurement: an intervention proposal for IFRN.

Public governance serves to bring managers and administrators closer together, that is, to bring public administration closer to society. In the area of public procurement, governance has also served to guide some actions, at a strategic and management level. TCU has been a prominent body in promoting governance and management of public procurement, through its audits, evidencing that this area still has many deficiencies in Brazilian public agencies. IFRN was one of those audited bodies in which the results, grouped with those of other bodies, showed an unsatisfactory scenario. In view of this, the present intervention proposal aims to build a framework to increase IFRN acquisitions, based on governance and management parameters for public acquisitions. For this, this work carried out a previous research, which is characterized as applied, exploratory and descriptive, using the case study as a strategy, through documentary and bibliographic research procedures. The research served to construct the diagnosis of the problem situation. The conduction of the intervention proposal will be based on the Design Science Research (DSR) method, through the following steps: awareness, suggestion, development, evaluation and conclusion. The framework to be built will be evaluated / validated with the IFRN, in order to make adjustments in its structure to the reality of the agency.
