ANALYSIS OF THE INSTITUTIONAL DRAWING OF THE OMBUDSMAN’S COMPOSING THE FEDERAL NETWORK AS INSTRUMENTS FOR THE DEMOCRATIZATION OF SOCIAL PARTICIPATION IN DECISION SPACES

In Brazil, from the Constitution of 1988, many were the instruments that started to instigate the population for participate in the democratic process and, in the last years the ombudsmen, especially public ones, have proved to be highly relevant instruments in the process to humanizing organizational and state structures. In this context, the study aims to analyze whether the institutional design of the Federal Network Ombudsman's Office, in the perspective of social participation, stimulates the feedback of its processes, in order to improve the management acts. To pursue this objective, the research will be qualitative, using the description and exploration to obtain the perception of the servers that responsible for Ombudsman's of all the 42 autarchy that are part of the Federal Network. The methodology of the study is based on Avritzer's (2008) models of drawing participatory interactive, as well as on the parameters set forth by Fung (2006), through the Cube of Democracy. As an instrument of data collection, in addition to documentary research, interviews will be conducted with semi-structured questions, which will be later submitted to the content analysis technique for data processing, making it possible to classify the degree of maturity of the institution in the perspective of participation Social.
