The Role of the Legislative in the Definition of the Governmental Agenda of the Executive: analysis of the legislative production of the RN Assembly

This dissertation deals with the importance of the Legislative Role in defining the Public Agenda of the Executive Branch. The purpose of this research is to understand how the legislative production of the state deputies contributes to the formulation of the governmental agenda in Rio Grande do Norte. As for the methodological aspects, the study has a qualitative approach, it is a case study in the Legislative Assembly of Rio Grande do Norte. This study is based on Kingdom's Multiple Streams Model (2003), with its analytical categories: Problem Flows, Policy Flows or Solutions, Political Flows, and the Opportunity Window. The data will be collected through semi-structured questionnaire-based interviews with deputies and heads of offices, as well as the use of the applications presented and voted in the plenary session of the Potiguar Parliament and forwarded to the executive branch in the year 2016. Data verification will take place by means of content analysis, advocated by Bardin (1977). It is believed that the results should show a context of multiplicity of actions developed in the Parliamentary Offices and the participation of the deputies as other actors in the construction of the governmental agenda.
