EVALUATION OF THE PROCESS OF IMPLEMENTATION OF THE FOOD ACQUISITION PROGRAM IN THE INSTITUTIONAL PURCHASE MODE AT THE FEDERAL UNIVERSITY OF RIO GRANDE DO NORTE

The purpose of this dissertation proposal is to analyze the institutional purchasing implementation process model by the University Restaurant of the Federal University of Rio Grande do Norte, using the Brynard Protocol 5C, which analyzes that policy in 5 variables aspects: content, context , commitment, capacity and customers. The Institutional purchases are a purchasing modality for the Food Acquisition Program (PAA) that allows public institutions to buy from family agriculture without a bidding process. The implementation of this policy presents contributions to family farmers, providing an increase in the market and greater possibilities of disposing products for this producer group, besides generating incomes, greater job opportunities and food security. Eight universities in the country have already joined the PAA and only two of these are located in the northeast of the country, of which the Federal University of Rio Grande do Norte pioneered this deployment. Thus, the analysis of the implementation process of this policy presents itself as an important path for the generation of information that feedback it, as well as with perspectives to contribute to the implementation of the program in other universities, especially those in the northeast region.
