SUMMARY:

This study is part of the QualiAPS Digital research project and analyzes the quality of home-based care for older adults supported by digital health strategies in Primary Health Care. The research is grounded in the context of an aging population and the increasing demand for continuous home-based care, coupled with the growing incorporation of digital strategies into health services. The objective is to assess how digital health strategies influence the quality of home care provided to older adults in Primary Health Care, considering attributes such as access, continuity, comprehensiveness, and coordination of care. The methodology adopts a mixed-methods design, structured in complementary stages. Initially, a scoping review is conducted to map international evidence on digital interventions in home care for older adults, followed by a documentary analysis of digital health policies in Brazil between 2013 and 2025. Next, a tool for assessing the quality of digital technology-mediated home care is developed and validated, culminating in a qualitative study involving interviews and focus groups with primary care professionals. Preliminary results indicate that digital health can expand access to services, strengthen continuity of care, improve communication among teams, users, and caregivers, and contribute to the remote monitoring of chronic conditions. However, challenges persist regarding technological infrastructure, interoperability between systems, professional training, data security, and inequalities in digital access. The results of Study 1 show that telemonitoring, teleconsultations, mobile apps, wearable devices, and shared electronic health records contribute to expanding access, enabling continuous monitoring, and strengthening care coordination. Study 2 demonstrates regulatory advances and the expansion of computerization in Primary Health Care, but identifies challenges related to interoperability, regional inequality, technological infrastructure, financing, and professional training. Study 3 resulted in the development and validation of an assessment tool guided by the attributes of Primary Health Care and the structure, process, and outcome components of the QualiAPS Digital Model. Study 4 reveals that digital strategies promote communication among teams, users, and caregivers, as well as continuity of care and remote monitoring, although limitations related to digital literacy, internet access, and system integration persist. It is concluded that the incorporation of digital technologies into home care for the elderly has the potential to improve the quality of Primary Health Care, provided it is associated with strategies for governance, financing, training, and continuous evaluation of the quality of care.
