SUMMARY:

The promulgation of the Brazilian Constitution of 1988 gave Brazilian municipalities administrative, financial, normative and political autonomy, so that they could manage their public policies, for the production of results. However, with such different realities, many of them do not have the administrative and/or financial capacity to transform their resources into public policies efficiently and effectively, which makes their actions limited by their own resource difficulties. This context is reflected in the Metropolitan areas, which are formed by neighboring municipalities, interconnected with each other, and which have public functions of common interest - FPICs, but which present inter and intra-regional imbalances, which affect the results of intergovernmental relations, due to of local disparities that impact the institutional capacity of municipal governments within the same metropolitan area. In this work, institutional capacity is understood from two components (subtypes) of capacity: administrative and political. When we relate institutional capacity to the results of governmental actions, capable of undertaking collective public actions, public purchases stand out, defined as a tool to supply the public administration of essential goods and services, which have stood out as an important mechanism. implementation of public policies, since by functioning as a transversal instrument, they are capable of promoting regional development, innovation and important instruments for the implementation of public policies. Law 11,107/2005 and Federal Decree nº 6,017/2005 legitimized the creation of Public Consortia by states and municipalities, among the activities allowed are shared purchases through shared bidding, which enables the creation of partnerships and the institutional strengthening of entities federated. It starts from the idea that, for the consortium, the presence of institutional capacity in each local management is necessary, since it triggers the process of articulation between the various actors and their spheres, allowing the organization of these municipalities, in addition to stimulating the cooperation between development actions in the territory. In this sense, the present study aims to investigate the institutional capacity of the municipalities of the Functional Metropolitan Area of Natal in the management of public purchases, based on the relationship between technical-bureaucratic skills, financial resources and political capacity. As specific objectives, it is proposed: a) to understand the profile of the actors and organizations involved in the management of purchases in the municipalities of the Metropolitan Area of Natal/RN; b) diagnose the technical-bureaucratic and political processes developed by the municipalities within the public procurement cycle; c) analyze how the economic resources destined to health have been used by the municipalities to transform decisions into public policies; d) investigate the interaction between civil society and local government in the management of public procurement, as elements of political capacity. Therefore, the theoretical-methodological basis that supports this analysis is based on the model of “Institutional Capacity Study” proposed by Huerta and Montes (2013). The study has a qualitative and quantitative nature, using bibliographic and documental research as data collection techniques. In addition, semi-structured interviews will be carried out with municipal managers and public servants who work in the management of purchases in the municipalities of Natal, Parnamirim, São Gonçalo do Amarante, Extremoz and Macaíba.
