SUMMARY:

The present study aims to propose guidelines for the inclusion of wheelchair users in the tourist attractions of Tutóia, based on a critical analysis of current barriers and the lack of accessibility policies and infrastructure. The research seeks to diagnose accessibility conditions in the main tourist attractions, identify institutional and physical barriers, analyze the perceptions of managers and entrepreneurs, and propose a practical action plan. The investigation is grounded in a Systematic Literature Review (SLR) on accessible tourism from the perspective of organizational and public management. The theoretical and legal framework is articulated with international normative standards (United Nations), national legislation (Federal Constitution of 1988 and Law No. 13,146/2015), and state-level regulations (Maranhão). The study is technically aligned with the ABNT NBR 9050:2020 standard and connected to the United Nations Sustainable Development Goals (SDGs) 3, 9, 10, and 17 of the 2030 Agenda. The research is characterized as descriptive-exploratory, with a qualitative approach and a non-probabilistic convenience and purposive sample. Supported by a critical-functional epistemological stance, it employs methodological triangulation combining documentary research, semi- structured interviews with key stakeholders (tour guides, entrepreneurs, managers, and people with disabilities), and non-participant direct observation guided by a checklist based on the literature and the ABNT NBR 9050:2020 standard. Visual and audiovisual records will also be used to complement the observation process. Data analysis will follow Bardin’s Content Analysis method (2016), involving pre- analysis, material exploration (coding and categorization), and treatment of results. The expected results are intended to contribute to the formulation of public policies and practices that promote more inclusive and sustainable tourism in Tutóia. The anticipated final product is the development of an action plan containing practical guidelines for the implementation of accessible tourism, aiming to improve the quality of life of people with disabilities and to promote citizenship, equity, and local development.
