SUMMARY:

From the perspective of the "green" imaginary, sustainable tourism is associated with activities involving contact with nature, mostly practiced in protected natural areas. These areas are defined as specific territories, endowed with unique characteristics that require conservation strategies, while also proving to be highly attractive tourist destinations. Although political declarations recognize the socioeconomic importance of tourism, the relationship between tourism and environmental conservation presents a critical point for achieving the legal objectives of its creation. The challenge lies in balancing ecosystem protection while promoting sustainability. However, superficial interpretations of the concept of sustainability favor the interests of both the public and private sectors, while masking structural problems related to environmental degradation and social precariousness. In the context of the Parnaiba Delta Environmental Protection Area (APA), a unit that encompasses the states of Ceará, Piauí, and Maranhão, significant challenges emerge related to tourism and the environment, the latter understood as a relational space where nature and culture intertwine. Given the persistent incompatibility between tourism and socio-environmental conservation, the following guiding questions arise: What inconsistencies permeate the sustainability discourse and tourism practices in the Parnaiba Delta Environmental Protection Area (APA)? And how do these inconsistencies compromise socio-ecological justice and the achievement of the Sustainable Development Goals (SDGs) in their socio-environmental dimension? The central objective of this study is to assess the necessary conditions for tourism activity in the Parnaiba Delta Environmental Protection Area (APA) to contribute to the achievement of the 2030 Agenda SDGs, based on the improvement of socio-environmental indicators and in the light of socio- ecological justice. This is an applied, critical-exploratory study with a qualitative approach to be conducted in the municipalities of Ilha Grande and Parnaiba, Piaui, regions with the highest concentration of tourism in the Parnaiba Delta Environmental Protection Area (APA). The research participants include stakeholders interconnected with tourism, including local residents, managers, and tour operators. The selection will follow specific criteria, such as: (i) registration in the Consultative Council of the APA Delta do Parnaiba, which is composed of 14 associations that bring together fishers, shellfish gatherers, and artisans who directly depend on the ecosystem functions of the region; (ii) active registration in the CADASTUR platform of the Ministry of Tourism (MTur); and (iii) members of ICMBio, including operational representatives of the APA’s Consultative Council. The theoretical foundation is based on the principles of socioecological justice, with the paradigm of sustainability as the structuring axis, particularly in its socio-environmental dimension. The epistemological approach adopted is critical in nature. The methodology follows the refinement of the ODS Mandala, proposed by the National Confederation of Municipalities (CNM) and guided by the SDGs of the 2030 Agenda, as well as the Mandala of Sustainability in Tourism, developed by Tasso and Nascimento. Data collection and analysis will be carried out through Content Analysis, which allows for the organization, categorization, and interpretation of stakeholders’ perceptions. Complementarily, Data Triangulation will be employed to ensure the validation and strengthening of results, through the comparison of different sources and perspectives of information. The study is expected to reveal the main contradictions between discourse and practice, identify factors that enable or hinder socioecological justice, and provide inputs for the formulation of effective strategies for sustainable tourism.
