SUMMARY:

In the context of the expansion of wind power production in Brazil, especially since 2009, the Northeast region, particularly the states of Rio Grande do Norte, Ceará and Bahia, stand out as the leaders in wind farms. In the specific case of Rio Grande do Norte, this expansion of wind energy has brought significant changes in the economic, social and environmental dynamics. Recent studies show that communities impacted by the construction of wind farms face a series of environmental, social and cultural consequences, often disregarded in the name of the image of "clean energy" (Hofstaetter, 2016), such as interference in local ways of life; decharacterization of the landscape; impacts on fauna and flora; visual pollution; real estate speculation (Rozendo et al., 2014; Gê et al., 2019; Hofstaetter, 2016; Traldi, 2019; Meireles, 2011). Within the state, the Ponta do Tubarão State Sustainable Development Reserve stands out in this scenario because it is an environmental preservation area in a coastal area, which has community-based tourism and is home to wind farms within it. Thus, the objective of this research is to analyze the relationship between wind energy and the socio-environmental impacts in the Ponta do Tubarão State Sustainable Development Reserve/RN, investigating how wind farms influence the process of local development and tourism. This is a research with a predominantly qualitative approach, of an analytical nature. The data collection technique was based on document review, secondary databases and interviews with community leaders from Ponta do Tubarão. The analysis was made by crossing secondary data with Foucaultian discourse analysis, already used in conflict contexts (FAZITO et al., 2016). Discourse analysis is essential to understand how conflicts are constructed and disputed, especially in tourism, where narratives influence policies and socio-environmental impacts (Coriolano, 2005). Fairclough (1992, 2003) shows that discourse shapes social reality, while Van Dijk (1997). The main results shed light on the changes experienced in Ponta do Tubarão since the arrival of wind farms, as well as the social transformations that affect the basis of local community organization.
