SUMMARY:

The creative economy is gaining centrality in urban strategies due to its economic, social and cultural consequences, and is taking shape in heritage revitalization policies. The contemporary scenario is also witnessing the rise of new social agents - cultural groups and collectives - who are demanding greater participation in the dynamics of cities through artistic and cultural occupations and interventions that give new meaning to public spaces in a poetic and creative way. This research looks at cultural occupations as territories of cultural resistance and promoters of tourist practices that are more in line with the need to integrate cultural heritage into the daily dynamics of heritage areas. The study is set in the historic center of the city of Sao Luis, Maranhao, due to the growing mobilization of cultural groups and collectives to develop strategies for valuing cultural heritage through different artistic languages. The methodological itinerary of the research is based on a qualitative, exploratory-descriptive approach, supported by the phenomenological method. The data and information will be collated using the following methodological strategies: literature review, documentary analysis, semi-structured interviews with state and municipal representatives related to the creative economy and tourism fields and members of the collectives, as well as field observations. Methodological triangulation is used as a tool to interpret the phenomenon studied, adopting a comprehensive perspective focused on the experience of the social agents. The actions of the collectives surveyed indicate forms of sociability and production of urban space based on diverse connections and interactions and imply an appreciation that transcends its economic dimension, contributing to the revival of historic centers as places of cultural enjoyment and stimulating inclusive practices, such as tourism. However, it was found that these initiatives are not being systematically taken into account by policies to boost the local economy. Preliminary reflections point out that artistic knowledge and know-how can help shape cultural policies in order to also boost the tourism dynamics of the heritage city.
