SUMMARY:

This study aims to analyze how rural youth were treated by federal public policies in Brazil between 2016 and 2022 — a period corresponding to the administrations of Michel Temer and Jair Bolsonaro, marked by the intensification of the conservative offensive and the deepening of the neoliberal agenda. It is based on the understanding that public policies constitute contradictory mediations of state action and express disputes between different societal projects, revealing government priorities, forms of recognition of social subjects, and mechanisms for guaranteeing or restricting rights. In this sense, the research seeks to understand how rural youth were incorporated, redefined, or rendered invisible in the federal public agenda, identifying the political and ideological foundations that guided state actions directed at this segment, as well as the implications of this process for guaranteeing the rights of rural youth. Grounded in dialectical historical materialism, this research is qualitative in nature and draws on bibliographic and documentary sources. The methodological approach involves a review of the literature on the state, public policies, rural youth, and conservatism, combined with an analysis of official documents produced by the federal government between 2016 and 2022, including multi-year plans, legislation, programs, institutional reports, and other documents related to public policies for rural youth. This research is expected to contribute to the studies and critical debate on the state and public policies in contemporary Brazil, providing insights into the changes that have occurred in the treatment of rural youth in the context of rising conservatism.
