SUMMARY:

The work analyzes the Cadastro Único as an instrument of the neoliberal State, which acts both in promoting and focusing on social protection aimed at the working class, especially impoverished women. The objective is to identify the socio-historical determinants that constitute it with a focusing, selectist and controlling nature of access to protection and social rights for women. The research uses a qualitative approach, combining bibliographic review and documentary research. The analysis reveals that given the neoliberal rise, social policies to mitigate poverty are already born with a focused character, mainly the Social Assistance Policy, more strongly linked to CadÚnico. The instrument was created with the purpose of electing the beneficiaries of these policies, selecting based on monetary income “the poorest of the poor”, highlighting the non-universalization of social programs. Working class women, especially black women, due to the sexual and racial division of labor are the biggest victims of the pauperism generated by the capitalist system, which is why they are the vast majority of those enrolled in CadÚnico. However, sometimes, because they do not fit the family per capita income profile, they find themselves not accessing protection policies. It is concluded that confronting this focusing, selectist and controlling nature would only be possible through the universalization of social rights for the entire working class, while the eradication of female pauperism demands the transformation of capitalist, patriarchal and racist sociability.
