SUMMARY:

This research project aims to analyze the measures adopted by the Federal University of Rio Grande do Norte (UFRN) to address workplace harassment (assédio moral) at the Onofre Lopes University Hospital (HUOL), perpetrated against civil servants under the Unified Legal Regime (Regime Jurídico Único — RJU), which resulted in the reassignment of HUOL employees to the UFRN main campus following the assumption of management of UFRN-affiliated university hospitals by the Brazilian Company of Hospital Services (Empresa Brasileira de Serviços Hospitalares — EBSERH). We depart from the premise that EBSERH's management model — grounded in a top-down, non-dialogical approach — has generated an organizational climate marked by conflictual, authoritarian, and disrespectful labor relations between management and RJU workers, and between RJU workers and EBSERH management, as personified by those holding commissioned positions and bonus-remunerated functions elevated to superior positions within EBSERH's managerial hierarchy at HUOL. These labor relations have taken a toll on the physical and mental health of RJU workers across all professional categories, who have generally exhibited psychological distress and illness to the point of being reassigned by UFRN's medical board. This situation points to strong evidence of workplace harassment to which workers are subjected, compounded by work overload and the intensification of the labor pace, giving rise to multiple labor conflicts and causing illness, as explicitly stated in the grounds for reassignment — technically and legally substantiated by UFRN's medical board. From this perspective, the research objective is to map and analyze the evidence of workplace harassment in EBSERH's management of HUOL during the period 2013–2025, as well as the main measures adopted by UFRN to curb harassment practices in university hospitals under EBSERH management. This research is grounded in the critical-dialectical method, with a view to apprehending the singularities, particularities, and universalities surrounding the object of study — thereby moving beyond surface appearances and seeking successive approximations of the essence of the research object from a totality perspective. Given the dynamic nature of reality, the object demands a combined quantitative-qualitative approach, alongside documentary research and empirical investigation. To this end, documentary research will be conducted, and guided interviews will be employed as the empirical research procedure. Bibliographic and documentary research will permeate the entire research process, as well as the systematization and analysis of data, in order to support the study's generalizations and conclusions.
