EDUCATION IN TIMES OF COUNTER-REFORM: FISCAL ADJUSTMENT AND ITS IMPLICATIONS FOR PUBLIC HIGHER EDUCATION

The present dissertation project, entitled “Education in times of Counter-Reform: the fiscal adjustment and it's implications for public higher education”, aims to analyze the effects of the Fiscal Adjustment policy in the Federal Universities of Brazil, in the period from 2015 to 2022. Hence we seek to understand the role assumed by the State in dependent capitalism and the contradictory place that the Public University occupies in this context, identifying how the Fiscal Adjustment policy has affected the budget of Brazilian Federal Universities in recent years and given the context of deepening neoliberalism. This research is guided by the critical dialectical method, with quantitative and qualitative approach, bibliographical and documental research through the analysis of the Federal Government's budget data.
