THE SOCIAL POLICIES IN THE CALL FOR NEW DEVELOPMENTALISM AND THE PARTICULARITIES OF THE DEBATE IN THE SOCIAL SERVICE

The dissertation results from a process of study in the area of social policies that has been delineated from accumulations made in different spaces and times of the academic trajectory of the author. A bibliographic study was carried in the scope of social policies at the beginning of the 21st century with the objective of analyzing the particularities of the social policies in the context of the so-called new developmentalism in Brazil in the period from 2003 to 2015, considering the critical debate that takes place within the scope of Social Services. New developmentalism is conceived as a pattern of development experienced by the Brazilian State from the political and economic choices of the Lula and Dilma Governments. It is important to remember that there is no consensus in the Brazilian theoretical body on the conception of the new development. We find in the field of critical analysis the reading carried out by the Social Service that is opposed to the concept, presenting elements that contribute to the analysis and understanding of the period. From the point of view of methodological procedures, we carried out a search for scientific works in the portal of Capes journals and were able to identify productions about the theme, which demonstrates that the study is relevant from a scientific point of view.
