BARBARISM ECOLOGICAL , RIGHT TO HEALTH AND DENGUE : ( un) settings of environmental disease in the city of Natal / RN

This paper aims to critically analyze the relationship between the occurrence of dengue and environmental conditions in Natal, Brazil municipality. His main concern is to investigate the extent to which health policy adopted to combat dengue (dis) considers environmental illness in the hegemonic model of your (un) control in the Potiguar scenario. The investigative process combined literature, documentary and field research. The literature search allowed the comprehension of theoretical and empirical categories. The documentary research was the analysis about news published by local media and / or national, IBGE data and documents produced by the Natal City Hall. The field research was carried out through focus group technique (GF) consisting of Endemic Disease Control Agents (ACE) representatives of five (5) different health districts (DS) of the city of Natal and two natives of the Eastern DS, totaling six (6) ACE, plus one (1) technical supervisor of the Zoonosis Control Center. It was found that these health professionals attribute to the lack of health awareness as a major constraint for the control of dengue. The study revealed that despite initiatives in dengue control measures seek to go beyond the health sector, the shares direct to emergency actions. And above all there is a strong focus on "combating mosquito" and the reiteration of "scapegoating" of the individual for his illness. It was found that the intermittent water supply, sewage collection and solid waste collection are essential to the dengue phenomenon in Natal. It follows that aa health policy implemented in Natal disregards the social and environmental reality and the capital macrodeterminações despising such elements for dengue seizure therefore unaware that such determinations reflected in the deepening breakdown of harmonic dynamics between humanity and the rest of nature aggravating the environmental barbarism scenario.
