SUMMARY:

This study analyzes the policy of full-time education in upper secondary education
within the state school system of Rio Grande do Norte, in light of the guidelines
established by the National Education Plan (PNE 2014–2024/2025) and its
incorporation into the State Education Plan (PEE-RN). The research aims to
understand the extent to which the expansion of the school day, conceived as an
educational right, has materialized as a public policy in the context of Rio Grande do
Norte, considering its historical, normative, institutional, and material determinants.
Methodologically, the study adopts a qualitative approach, structured around three
interconnected movements: an analysis of the historical trajectory of full-time
education in Brazil, with emphasis on the earliest experiences and those that gained
greater political and pedagogical relevance; an examination of state-level
experiences in the Northeast, particularly in Pernambuco and Ceará, recognized for
their continuity and capacity to influence the regional debate; and an analysis of the
full-time education policy in upper secondary education in Rio Grande do Norte,
based on normative documents, official data, and a review of recent academic
production. The bibliographic research was conducted through a systematic survey
of the SciELO database, covering articles published between 2020 and 2024, which
made it possible to identify conceptual disputes, analytical trends, and recurring
limitations in the implementation of this policy. Documentary analysis included
national and state legislation, regulations issued by the State Secretariat of
Education, and data obtained through the Freedom of Information Law, which were
fundamentally limited to an official list of schools declared as providers of full-time
education, revealing inconsistencies in relation to the empirical reality observed. The
results indicate that, in Rio Grande do Norte, the expansion of full-time education
occurred through induction by federal programs, especially from 2017 onward,
without the corresponding strengthening of the material, pedagogical, and teaching
working conditions necessary to sustain the policy. It is concluded that the
implementation of full-time education in the state presents normative and quantitative
advances but remains marked by structural fragilities, administrative discontinuities,
and informational gaps, evidencing the distance between legal planning and the
effective realization of the right to full-time education.
