AN ASSESSMENT OF THE EFFECTIVENESS OF THE 'MINHA CASA MINHA VIDA' PROGRAM (CATEGORY 1) IN THE CITY OF RECIFE (2009-2023)

This research aims to assess the effectiveness of a public housing policy, the "Minha Casa Minha Vida" program, in terms of its effectiveness, using as an empirical case the housing units provided by the program for the "Faixa 1" (lowest-income bracket) recipients in the city of Recife. This assessment is based on the perception of the beneficiaries. To achieve this, the study begins with theoretical and conceptual discussions related to the evaluation of public policies, housing policies, and the assessment of the effectiveness of housing policies, with the latter emphasizing evaluations of effectiveness based on the perception of housing program beneficiaries.Utilizing the effectiveness evaluation methodology developed by MCidades and IPEA (2014), in conjunction with the proposals put forth by Bonduki (2001), the study aims to evaluate the effectiveness of the two housing products delivered in Recife: the "Habitacionais Ruy Frazão" and "Lemos Torres." This approach allows for ex ante (pre-implementation) and ex post (post-implementation) comparisons to be made.
