FROM SUSTAINABLE CITIES TO SMART CITIES: Challenges to Urban Planning

The research work intends to analyze the evolution of the concepts of sustainable cities until the stage of smart cities, under the focus of the urban and environmental field, in order to contribute with the definition of the foundations of the ideal of sustainable development, according to the defined principles the rule of law, the defense of the environment and the reduction of regional inequalities. In this way, it is proposed to carry out a diagnosis of the legal-regulatory situation applicable in the construction of an ideal city, in contrast to the real one aiming at the promotion of sustainable and regional development through urban planning. The present work intends to make explicit the counterpoint to “urban gentrification”, which forgets that people are part of cities, emphasizing aesthetics in detriment of complying with the great principle of human dignity. The deductive logical method will be used in bibliographic and documentary research. Through the phenomenological method the objective is to make considerations about the phenomenon of the most inclusive city, whose purpose is to improve the quality of the citizens' habitat.
