SUMMARY:

This dissertation aimed to compare the academic performance, retention, and completion ofquota (affirmative-action) and non-quota students who entered the inland campuses of theFederal University of Rio Grande do Norte (UFRN) in 2019. The study falls within the PublicPolicy research line of the National Network Professional Master’s Program in PublicAdministration (PROFIAP), to which it contributes by producing evidence on the evaluationand monitoring stage of a sectoral higher-education policy. Theoretically, it draws on theliterature on affirmative action, on the academic catch-up dynamic, and on the duty ofaccountability in Public Administration. Methodologically, a quantitative, retrospective cohortapproach was adopted, based on administrative microdata of 781 students admitted through theUnified Selection System (SISU) and followed from 2019.1 to 2024.2. The data were submittedto bivariate analyses (chi-square and Kruskal-Wallis tests) and to multiple linear regressionmodels for the Normalized Completion Average (MCN) and the Normalized AcademicEfficiency Index (IEAN). The results found no association between admission modality and theoutcomes analysed, namely performance, retention, and completion, a pattern maintained aftermultivariate adjustment; the factors associated with academic outcomes were the number ofcourse failures, sex, and the academic center of enrollment, rather than the mode of access. Thestudy’s originality lies in the analysis of a complete cohort at the inland campuses, a territorialfocus little explored in the literature and timely at a moment when the policy enters themonitoring stage consolidated by Law No. 14,723/2023. As a practical contribution, atechnical-technological product was developed (a technical report addressed to UFRN’smanagement, with six lines of action), whose impact is real and immediate at the organizationallevel, as it relies on information already produced by the institution at no additional cost, andpotential at the public-policy and societal levels, by supporting the continuity and improvementof affirmative-action policies.
