SUMMARY:

The increasing demand for professional qualification and innovation in sanitation services has led many companies in the sector to invest in corporate universities. Therefore, the present study aimed to elaborate a Guide for Strategic Planning of Corporate Universities for state-owned sanitation companies, in line with the directives of the New Legal Framework for Sanitation (Law n° 14.026/2020). The study adopted a methodology that included bibliographic review and documentary analysis of books, scientific journals, reports from the National Water and Sanitation Agency (ANA), and the regulatory framework for sanitation. A multi-method approach was applied for the identification and prioritization of competence gaps. The study proposed a pedagogical model that adopts active methodologies for talent development. In conclusion, the study indicates Corporate Universities as strategic responses for the development of critical competencies, serving as an instrument of modernization catalyzed by the new regulatory demands. The developed Technical Product offers state-owned sanitation companies the proposal of applicable methodologies and a learning management model. It establishes itself as a reference for the implementation or improvement of corporate training programs.
