SUMMARY:

In Brazil, Law No. 12,711/2012, which established the reservation of slots (quotas) in federal universities, represents a fundamental landmark in the pursuit of democratized access and social equity in higher education. However, the impact of this policy on students' academic performance, especially within the context of university decentralization (interiorização universitária), remains a central theme demanding continuous evaluation. In this scenario, the present study's general objective is to analyze the impact of the quota policy on the academic performance of students in the inland campuses of the Federal University of Rio Grande do Norte (UFRN), considering the cohort period between 2019 and 2024. The research aims to characterize the socioeconomic and demographic profile of incoming students, investigate their academic performance (pass rates, failure rates, dropout rates, and coefficient of achievement), and evaluate the effectiveness of both the quota policy and the decentralization of higher education. The study will be conducted in UFRN’s inland campuses, specifically at the Center for Higher Education of Seridó (CERES), the Multicampi School of Medical Sciences of Rio Grande do Norte (EMCM), the College of Engineering, Humanities, and Social Sciences of Seridó (FELCS), and the College of Health Sciences of Trairi (FACISA). Regarding the methodology, the research is classified as descriptive-explanatory, utilizing a quantitative and applied approach. It employs bibliographic and documentary analysis, using secondary and anonymized microdata of students admitted via SISU (Unified Selection System) in the period from 2019.1 to 2024.2, obtained through the platforms FalaBR, INEP, SINFO, and SISUGestão. The data will be analyzed using the statistical software STATA. Specifically, multiple linear regression will be employed for academic performance variables (Normalized Conclusion Average - MCN and Normalized Academic Efficiency Index - IEAN/IRA), logistic regression will be used for the dropout rate, and cluster analysis will be applied to identify homogeneous groups of students, controlling for socioeconomic and demographic variables. It is expected that the analysis of the results will allow for the evaluation of the effectiveness of the quota policy and the decentralization of higher education in promoting inclusion and academic success among UFRN students, concluding with the proposition of recommendations for the refinement of existing policies.
