SUMMARY:

The Historical and Geographical Institute of Rio Grande do Norte (IHGRN) houses a collection that brings together a significant part of the documentary memory of Rio Grande do Norte, but it still lacks its own criteria for identifying, organizing, and preserving its rare works. This research stems from the observation that the institution lacks specific guidelines for this type of collection, recognizing that this classification is not limited to antiquity or scarcity. It also involves institutional choices, historical contexts, and the cultural representativeness of the materials. The choice of the theme is directly linked to the researcher's experience at the IHGRN, where she works professionally and closely follows the challenges faced in managing the collection. This experience motivated the development of a proposal that engages with the institution's reality and contributes to the appreciation of its bibliographic heritage. The central objective is to propose a bibliographic rarity policy for the IHGRN collection, respecting its specificities and contributing to its preservation. The research adopts a qualitative approach, with an inductive method, and uses bibliographic research, document analysis, participant observation, and comparative analysis. Although it considers the principles of the National Plan for the Recovery of Rare Books (PLANOR) as a general reference, the study draws on various other academic productions on the subject, as well as seeking to investigate other Historical and Geographical Institutes in the country. The relevance of the study is manifested in different dimensions: in the academic field, by broadening the debate on criteria of rarity and preservation policies; in the social field, by reinforcing the role of heritage libraries as spaces for access to collective memory; and in the professional field, by offering technical support to institutions facing similar challenges. It is hoped that the results will contribute to the formulation of guidelines that guide preservation actions and broaden access to the collection, strengthening documentary conservation practices in the state and promoting the recognition of rare books as part of the cultural heritage of Rio Grande do Norte.
