THE COMPUTERIZATION OF THE PROBATIONARY PERIOD PROCESS IN THE LIGHT OF INFORMATION MANAGEMENT AND PROCESS MANAGEMENT: A CASE STUDY AT THE FEDERAL UNIVERSITY OF RIO GRANDE DO NORTE.

SUMMARY:

Given the importance of constantly improving the execution of its institutional processes, the Federal University of Rio Grande do Norte (UFRN) makes systematic use of technology through the institution's existing Integrated Management and Services Systems (SIGS). In this context, the probationary period (PE) process, which is of great importance to the careers of the institution's civil servants, has not yet been computerized. Considering the need to computerize this process, this dissertation aimed to understand and define the functionalities needed to develop a computerized module to support the management of this process, with a view to proposing it. Specifically: a) To understand the guidelines, conditions and restrictions that regulate the probationary period; b) To map the flow of activities and the flow of information in the PE process at UFRN; c) To identify the information needs of the players involved in the PE process at UFRN; d) To model the functionalities of the PE module in the Integrated Human Resources Management System (SIGRH). To achieve these objectives, a qualitative, descriptive, prescriptive and applied study was carried out, based on information management and process management in an institutional process, based on a case study. As for the instruments used to collect the data, documentary research was carried out, interviews were conducted with the players in the process and a focus group was held for validation purposes. Bardin's (2016) content analysis technique was used to analyze the data. This technique was adapted to analyze the different sets of data generated by each collection strategy. Finally, the results of this study provided a better understanding of this process, identifying difficulties and possibilities for improvement, as well as corroborating the need to computerize it using a module to manage it. As a way of helping to improve the management of the process of monitoring, analyzing and approving the probationary period of UFRN civil servants, a list of 13 functionalities was drawn up, in line with the premises of information management and process management, which could make up this computerized module. These functionalities were designed, detailed and structured in accordance with the systems development policies defined by the SIGS. To this end, each of the 13 functionalities was detailed and specified using the following parameters: pre- and post-conditions; main, alternative and exception flows; data blocks and business rules. As a limitation, it was not possible to include a larger proportion of the actors who work directly or indirectly in this process, due to the large number of civil servants who make up this population. Furthermore, the particularities of the institution which was the locus of this study, while favouring the proposition of a list of functionalities representative of its reality, diminish the possibility of generalizing the results obtained. The results obtained could support the implementation of a future computerized EP module by UFRN, as well as serving as a basis for other federal bodies interested in developing a system to support the management of this important process, taking into account the particularities of each body.
