This research aimed to identify the necessary adaptations to comply with the requirements of Federal Law No. 14.133/2021 in the administrative contracting process for goods and services through the registration of prices system in the State Secretariat of Infrastructure. Employing a mixed-methods approach, the study combined document analysis, interviews with managers and employees, focus groups, and process mapping. This strategy enabled a comprehensive understanding of current practices and the challenges faced by the Secretariat in the context of the new legislation. The results highlighted the need for significant adjustments in the contracting processes, particularly regarding standardization, agility, and transparency. Challenges such as a lack of detail in documents, rigid pricing in registered records, and the need for employee training were identified. Based on the findings, solutions such as the implementation of a Standard Operating Procedure (SOP), the creation of specific work groups, and the intensification of training were proposed. These measures aim to ensure compliance with the new law and optimize contracting processes.
