SUMMARY:

This dissertation is situated within the field of Social Anthropology, focusing on the traditional fishing communities of the coast of Rio Grande do Norte, and articulates the body-territory category through a decolonial, feminist, and ethnographically grounded perspective. Its central objective is to investigate how the processes of offshore wind energy expansion, institutionally presented under the rhetoric of the energy transition and sustainability, produce socio-environmental, territorial, economic, political, and psychosocial impacts on fishing communities along the coast of Rio Grande do Norte. Based on fieldwork conducted between 2021 and 2026, following female leaders in small-scale artisanal fisheries in territories such as Enxu Queimado-RN, Galinhos-RN, Macau-RN, Guamaré-RN, and Caiçara do Norte-RN/São Bento do Norte-RN, the dissertation examines how these women perceive, narrate, and confront the impacts of these developments even before the physical installation of offshore structures. The research demonstrates that these impacts are not limited to physical changes in the environment but also permeate bodies, community ties, forms of labor, ways of dwelling, caregiving relationships, mental health, and visions of the future. By positioning women fishers as central epistemic and political subjects, the dissertation problematizes the limitations of the technical frameworks used to recognize impacts and highlights the colonial continuities that underpin the so-called energy transition.
