SUMMARY:

The objective of this thesis is to present the processes and phenomena that are contributing to the decline (disappearance) of artisanal lobster fishing in the community of Cajueiro, Touros, RN. It is guided by the understanding that artisanal lobster fishing is perceived as a disappearing activity, at least in the local imagination, with the following predominant discourse: there is a clear decrease in the availability of (interested) labor; a decrease in lobster catches per vessel is being observed; there are legal barriers that have been inhibiting factors in the effective retirement process for these fishermen; and there is the difficulty of integrating new (young) fishermen into this market. These processes/phenomena have been seen as threats to this fishing practice and have been understood by more experienced fishermen as factors contributing to the (possible) disappearance of artisanal lobster fishing. As a researcher/native, I have been guided by questions that have helped to become specific objectives of this research, including "what factors are leading to the decrease in this workforce?", "what do fishermen think about the reduction in lobster catches?", "is the state excessively bureaucratizing the organizational structure of this activity?", and "why don't most young people want to be lobster fishermen?". To answer these questions, I intend to: Identify and describe the factors that lead to the decrease in the availability of labor interested in artisanal lobster fishing in Cajueiro; Analyze the fishermen's perception of the reduction in lobster catches per vessel and its possible causes; Investigate how legal barriers impact the retirement process of artisanal lobster fishermen and its consequences for the continuity of the activity; Understand the difficulties of integrating new (young) fishermen into the artisanal lobster fishing market in the community; The study aims to analyze how the most experienced fishermen interpret these processes and phenomena as threats to the future of artisanal lobster fishing in Cajueiro. Methodologically, the study will be conducted through a local bibliographic survey, but also extending beyond Rio Grande do Norte, from a methodological perspective that encompasses a description of the fisherman's being, as a construction of their identity, their work, and the artisanal lobster fishing itself, seeking to understand the processes (techniques) that shape this activity. Thus, interviews will be conducted using semi-structured questionnaires, document analysis, and the experience of being native will help verify how this (possible) decline is being perceived, experienced, and described by local fishermen. In this way, it will be possible to understand and/or contribute to the validation of some fishermen's perception of the decline in lobster fishing and how cultural, legal, ecological, and political factors may be or are co-participants in this process of decline in artisanal lobster fishing in the aforementioned community.
