SUMMARY:

Discussions on offshore wind energy in Brazil have grown significantly in last years. Its relevance stands out due to its contributions as a source of clean energy, attracting investments, and protecting the planet by using a renewable natural resource that reduces dependence on fossil fuels and reduces greenhouse gas emissions. The objective of the study is to propose technological, infrastructure and strategy alternatives for the collection and transmission of electricity from offshore wind farms applied in the Brazilian reality, focusing on optimizing the overall cost. The study is characterized as an applied dissertation, with a qualitative approach, with an exploratory objective and employs bibliographic procedures and a focus group. The research procedure includes three stages: I) The first stage consisted of theoretical research that used theoretical exploratory research and a Systematic Bibliographic Review (SBR) to identify the current position of the topic on the collection and transmission of offshore wind energy, and its characteristics regarding the infrastructure and technologies used; II) The second stage consisted of the evaluation of the regulatory, guideline and technological aspects of offshore wind production through the analysis of technical reports; and III) The third stage included the structuring of technological alternatives, infrastructure and strategies for collecting and transmitting electricity from offshore wind farms and a validation analysis through a Focus Group. As a partial result, the distance between wind farms and the National Interconnected System is a crucial factor. In addition, technologies such as the Voltage Source Converter with High Voltage Direct Current (VSC-HVDC), associated with hydrogen production, were identified as promising solutions, despite requiring high investments in infrastructure and coordination of public policies. Weaknesses in the port infrastructure and in the specialization of the national workforce were also highlighted, in addition to the need for a favorable regulatory environment to enable the sustainable development of the sector. Finally, the study points out that public policies focused on research, development and public-private partnerships, as well as learning from international practices, will be essential to overcome technical and economic challenges and ensure that offshore wind energy becomes a promising reality in Brazil.
