SUMMARY:

This study evaluates the adherence of the electronic health record system known as “Telepediatria”, developed by the Laboratory for Technological Innovation in Health (LAIS) and used by the pediatric endocrinology unit at Onofre Lopes University Hospital (HUOL/HU Brazil), Federal University of Rio Grande do Norte (UFRN), to Brazilian standards and regulations applicable to Electronic Health Record Systems (EHRs). The study assesses the system's compliance with the certification criteria established by the Brazilian Health Informatics Society (SBIS), the guidelines issued by the Federal Council of Medicine (CFM), and the principles established by the Brazilian General Data Protection Law (LGPD).

The study is characterized as applied, descriptive, and exploratory research, using a qualitative and quantitative, documentary approach structured as a case study. To assess the system, the study developed a digital maturity matrix based on SBIS/CFM certification criteria, covering technical and ethical requirements related to information security, electronic records, traceability, digital signatures, interoperability, clinical functionalities, and governance. The results show higher adherence in the electronic records (85%) and clinical functionalities (80%) domains, while the digital signature domain presented the lowest performance (0%). The overall score reached 52.3%, classifying the system as having low digital maturity and indicating non-adherence to the assessed standards. The investigation provided an objective assessment of the software's alignment with national regulatory requirements, identified its operational strengths, and mapped the technological gaps that currently prevent its formal certification.
