SUMMARY:

The objective of this research is the Audit of the Unified Health System (SUS) of Brazil, with emphasis on the National Stork Network Program, currently called Alyne Network, and its relationship with maternal and infant mortality. Alyne Network is an initiative designed to ensure that women have access to reproductive planning and receive humanized care during pregnancy, childbirth and the puerperium (postpartum period). In addition, the program aims to ensure that children are born in safe conditions and have healthy development with monitoring until 24 months of life. The Alyne Network Program is aligned with the global goals of the United Nations (UN) and its Sustainable Development Goals (SDGs), more specifically SDG 3 - Good Health and Well-Being. This strategy is related to goals 3.1 and 3.2 of the UN 2030 Agenda. These SDG 3 targets propose, by 2030, reducing the global maternal mortality rate to less than 70 deaths per 100,000 live births and ending preventable deaths of newborns and children under 5 years of age in all countries. The goal is to reduce neonatal mortality to at least 12 per 1,000 live births and under-5 mortality to at least 25 per 1,000 live births. To achieve these goals, actions such as access to quality prenatal and perinatal care, as well as vaccination programs, are necessary. By linking audits in the Unified Health System (SUS) to the Sustainable Development Goals (SDGs), it is possible to create public value. With this, it is expected to generate changes that bring real benefits to society and that solve problems faced by the population and that meet their interests. Therefore, audits must act strategically as structuring components of the SUS, guided by innovative and necessary transformations. In the scope of the audits developed by the National Department of Audit of the SUS (Denasus) of the Ministry of Health, the basis for this are the diagnoses and recommendations presented in the audit reports. These reports, which are derived from audits in the SUS, constitute elements that begin to act as a tool to induce public health policies, as will be the case of the National Alyne Network Program, formerly the Rede Cegonha Program. When observing the structuring aspects of audits for the SUS, it is necessary to consider the perspective of social impacts, which can be monitored and evaluated in light of the Sustainable Development Goals (SDGs), especially because they have well-defined goals that are in the consensus of global health. In this context, the research objective of this master's degree is to propose an update of the audit protocol of the Rede Cegonha Program aimed at the National Audit Department of the SUS (DenaSUS), whose starting point is protocol no. 26, of 2015, the last audit protocol for the Rede Cegonha. This study aims to contribute, based on the performance of audits in the SUS, to the improvement of maternal and child care in Brazil. Therefore, it highlights the importance of this activity as a tool for evaluation and continuous improvement of the services provided within the scope of the SUS.
