SNA AS A STRATEGIC INSTRUMENT FOR PUBLIC GOVERNANCE AND STRENGTHENING SOCIAL CONTROL

With the Federal Constitution of 1988, health became a social right, and the State must guarantee it through social and economic policies, as well as provide for the regulation, supervision and control of health actions and services. In this context, the National Audit System (SNA) was established in order to carry out the technical and financial control of the SUS and health actions and services throughout the national territory. The SNA, composed of components from each sphere of government, has legal powers that make it a management tool, opportune in qualifying the processes of conducting the SUS and strengthening social control. The objective of this work was the development of an open self-instructional course for health professionals (health agents, managers and counselors), offered in the SUS Virtual Learning Environment (AVASUS), on the theme “SNA as a strategic instrument for public governance and strengthening social control in SUS management processes”. The methodology applied consists of a methodological study, technological production and document analysis, with 4 (four) stages: situational diagnosis; literature review; development of the open self-instructional course and provision of the course; and validation of the course content, by students of the SUS National Audit Specialization Course (Specializes - AudSUS), through a questionnaire. It is expected that with the course offered, health professionals will be qualified regarding the SNA, seeking to make them aware of it, as well as that the SUS audit can be seen as an instrument for qualifying SUS management, contributing to planning and improving health actions and services and strengthening social control.
