Public procurement traditionally has as its main objective the acquisition of goods, works, and services under the best possible conditions. However, today, there is a growing strategic mission to include horizontal policy objectives in its scope. This research methodologically relied on benchmarking of global practices, technological prospecting, and trend mapping. The Swedish model stood out as a relevant reference for best practices due to its alignment with Brazilian strategic aspects. As a result, a new methodological solution is presented, which is accessible and replicable, to improve innovation management in solutions aimed at innovative public procurement.
