The Jano methodology was developed as an innovative solution to assess the maturity of companies in environmental, social, and governance (ESG) aspects, focusing on small and medium-sized enterprises (SMEs). Based on the 17 United Nations Sustainable Development Goals (SDGs), the methodology structures questions to evaluate adherence to ESG aspects, generating an aggregated "ESG score" and specific classifications for each pillar. The application of this methodology has the potential to promote inclusion in the sustainable practices market, strengthen the competitiveness of SMEs, and align their operations with global ESG principles, contributing to Brazil's economic and environmental development

The dissertation starts from the diagnosis that necessity entrepreneurship in Brazil results from the combination of persistent unemployment, high informality, low levels of schooling, and financial exclusion, which leads millions of people, especially in the North and Northeast, to rely on subsistence microbusinesses operating with thin margins, intuitive management, and intensive use of WhatsApp, but with very low levels of structure in terms of planning, market, and finance. In this context, a gap is identified: although WhatsApp is the main technology channel for small businesses, most of the available digital solutions are transactional (sales, billing, customer service) and offer little guided support for the basic structuring of the business in accessible language for low‑income, low‑literacy entrepreneurs. The overall objective is to develop and evaluate a SaaS platform, called SABIDO, that automates WhatsApp conversations using generative AI to boost the competitiveness of first‑time necessity entrepreneurs by supporting the organization of their businesses across four dimensions: planning, market, finance, and implementation of ideas. Methodologically, this is an applied, mixed‑methods study structured along two axes: technological development and innovation management. The technological development axis follows stages of problem validation (Problem Tree, 5 Whys, and field research with microentrepreneurs), ideation using the i9W matrix, prototyping of a “lean conversational canvas” with 12 questions grouped into four blocks, and usability testing with 23 artisans in Mossoró/RN, including usage log analysis and application of a structured questionnaire. The innovation management axis encompasses market analysis (TAM, SAM, and SOM), competitive analysis involving fintechs, automation platforms, support institutions, and face‑to‑face methodologies, as well as business model design for the platform and discussion of its SDG and ESG impacts. The results show that participants exhibit low managerial and financial maturity, intensive use of WhatsApp, and almost no prior experience with AI; however, 100% state that SABIDO helped them gain a clearer view of management and innovation, and 65.22% report that the tool was their first contact with AI applied to their business. The study concludes that the combination of generative AI and WhatsApp, operationalized in SABIDO as a guided conversational journey, can translate entrepreneurial science concepts into simple language, acting as a first digital step in business structuring for necessity entrepreneurs and opening up scaling opportunities for productive inclusion policies and small‑business support programs.

This work aims to develop a digital application model to support the management of corrective maintenance in multifamily residential developments. Using the Design Science Research methodology, the research structured a Minimum Viable Product (MVP) of the AIA platform – Integrated Assistant for Supporting Building Maintenance – focusing on the organization of information associated with building assets. Although BIM was initially considered a central component of the solution, at this stage, its integration was repositioned as a technical potential for future stages, maintaining the emphasis on the data structure and validated functional flows. The MVP simulates functionalities such as opening service orders, notifying providers and recording history, contributing to the traceability, control and efficiency of building maintenance processes. As a continuation of the research, it is expected to expand the systematic literature review, deepen the practical evaluation of the prototype and later incorporate data from BIM models.

This dissertation presents a diagnostic assessment of records management at the Federal Court of Rio Grande do Norte (JFRN), aiming to analyze its level of adherence to archival guidelines applicable to the Brazilian Judiciary, particularly the National Program for Records and Memory Management of the Judiciary (PRONAME) and the National Council of Justice Resolutions No. 324/2020 and No. 886/2024. The study seeks to identify institutional strengths, weaknesses, and challenges. The research is grounded in the theoretical frameworks of Archival Science and Information Governance, considering the coexistence of physical and digital records and the institutional relevance of administrative and judicial documents for transparency, administrative efficiency, and the preservation of institutional memory.This study is characterized as applied research of an exploratory and descriptive nature, conducted as a case study with a mixed qualitative–quantitative approach. The methodological procedures include a structured questionnaire administered to staff members, documentary and normative analysis (with emphasis on PRONAME and CNJ Resolutions No. 324/2020 and No. 886/2024), and on-site technical observation. Data sources were triangulated and analyzed through descriptive statistics and thematic content analysis.The results highlight aspects related to infrastructure, custody conditions, documentary workflows, archival instruments, and institutional perceptions, enabling the identification of consolidated practices, areas requiring attention, and opportunities for continuous improvement. The findings also reveal differences in the level of records management maturity across institutional sectors and point to the need for strengthening institutional archival governance.The study demonstrates that the consolidation of a more integrated records management system aligned with CNJ guidelines depends on strengthening standardized routines, ensuring the consistent use of archival instruments, and implementing governance actions that support decision-making and the generation of public value. Such improvements contribute to enhanced information management, greater administrative efficiency, and the preservation of institutional memory. It is concluded that the JFRN presents a heterogeneous level of maturity in records management, with potential for innovation through intensive records appraisal and systemic integration. The research proposes an expanded Diagnostic Matrix as a technical product aimed at rationalizing records management practices and ensuring compliance with the guidelines of the National Council of Justice, thereby contributing to institutional transparency and the generation of public value.

The objective of this study is to analyze the adoption process of MOOCs in Brazilian public universities, identifying experiences, challenges, and trends in the development of young Generation Z leaders, with a comparative analysis from universities abroads. To achieve this, the research considers topics related to online education, people management, leadership, and organizational behavior, in addition to the pedagogical specificities aimed at the target audience, in this case, Generation Z. The study will be developed in two stages: the first will involve a scope review of the courses offered, including a comprehensive mapping of the literature on the subject, as well as the construction of the analytical model through a theoretical framework review. The second stage will consist of conducting interviews focusing on tools and approaches used by researchers and professors at public higher education institutions (IPES) to promote knowledge sharing through MOOCs. Conclusively, a qualitative research approach will be adopted, with interviews conducted with program managers, faculty members, and students participating in these courses. The methodology will be based on bibliographic studies, document analysis, and a case study, seeking to understand how MOOCs have been planned, offered, and evaluated within public higher education institutions. At the end of the research, it is expected to contribute to the improvement of educational strategies aimed at developing young leadership, providing inputs for course enhancement, increasing Generation Z student engagement, and improving the effectiveness of people management and leadership training initiatives. The expansion of national judicial policies in the Brazilian Judiciary has reinforced the importance of institutional projects as mechanisms for strategy execution and the generation of public value. However, the management of social projects linked to these policies occurs in an organizational context marked by a high volume of demands and the limited availability of teams dedicated exclusively to project management, which imposes challenges to the adoption of methodological approaches compatible with this context.
Therefore, this research aims to develop an organizational technology to systematize social project management practices focused on their implementation.
A qualitative approach, of an applied nature, was adopted, with a single case study design, supported by participant observation, document analysis, and comparison with the literature on project management. The empirical investigation allowed the identification of tailoring practices in the management of social projects. Based on the systematization of these practices, a hybrid project management framework was developed, combining structured practices and adaptive approaches, guided by the PMBOK process groups and integrated with organizational process modeling. As a result, the proposed organizational technology contributes to expanding the institutional capacity for implementing judicial policies and to strengthening the sustainability of the results generated.

This dissertation investigates procedural communication as a material dimension of access to justice, focusing on judicial notifications addressed to self-represented parties in the Federal Special Courts of the Federal Justice of Rio Grande do Norte. It is based on the premise that access to justice requires not only formal entry into the judicial system, but also the understanding of procedural communications and of the actions required from litigants. The research is applied in nature, adopts a mixed-methods approach with qualitative predominance, and is exploratory, descriptive, and propositional in character. It was structured around two dimensions: technological development and innovation management. In the first dimension, the study involved ideation, persona construction, requirements elicitation, prototyping at increasing levels of fidelity, and formative validation of the high-fidelity prototype of the Intima Fácil platform, designed to support the reorganization of judicial notifications into plain language, with inclusive design and automation support. In the second dimension, the study analyzed secondary data from the National Council of Justice, responses from court staff and litigants, existing institutional alternatives, and elements of strategic modeling for the proposed solution. The results indicate that the manual drafting and sending of judicial notifications were associated by court staff with repetitive effort and the need for standardization. Among litigants, the data pointed to difficulties in converting judicial communication into practical guidance for action. The formative validation, conducted with five court staff members and five litigants, indicated favorable initial acceptance, with positive evaluations regarding perceived clarity, ease of navigation, declared usefulness, and overall user experience. The findings should be interpreted within the limits of the adopted research design, characterized by a small sample, a formative usability test guided by representative tasks, predominantly self-reported measures, absence of experimental comparison, and lack of systematic measurement of task completion time, number of clicks, or navigation errors. The dissertation concludes that Intima Fácil, at the high-fidelity prototype stage, presents preliminary technical and functional relevance as a sociotechnical proposal aimed at articulating access to justice, artificial intelligence, plain language, inclusive design, and automation support for procedural communication.

Law No. 14,133/2021 introduced significantly more rigorous documentary requirements in the planning phase of public procurement, imposing cognitive overload on technical teams and heterogeneity in the quality of documents produced by various administrative units. At the Federal Court of Rio Grande do Norte, analysis of 340 bidding waiver processes conducted between 2017 and 2024 revealed a 57.53% increase in median planning time after the legislative transition, rising from 14.60 to 23 days. This research aims to design the Public Procurement Administrative Documents Elaboration System (SEDAC), an intelligent system based on Retrieval-Augmented Generation technique to simplify and standardize the preparation of documents required in the planning phase. The methodology adopted integrates Design Thinking and Lean Startup across six phases: institutional diagnosis, technicalscientific review, requirements gathering, conceptual modeling, prototyping and validation, and market analysis. The development resulted in a conceptual architecture grounded in a Naive RAG model with curated knowledge bases, comprising legislation, case law, document templates, and normative guidelines, as well as a high-fidelity mockup demonstrating the conceptual feasibility of the solution. The financial viability analysis presented favorable indicators, with a Net Present Value of R$ 687,797.96, Internal Rate of Return of 47.11%, and a 2-year payback period. The research contributes to the literature by demonstrating the practical applicability of RAG architecture in regulated domains of Brazilian public administration, evidencing that the normative complexity of the planning phase can be addressed through technological innovation that preserves final human validation and legal compliance.

Today, Brazil has one of the largest prison populations in the world. The major problem is that many inmates would already be entitled to some right or benefit during the criminal execution phase, but these are not granted to them simply because they lacked a request. Therefore, this issue needs to be addressed. Innovation coupled with technology proves essential for successfully achieving this goal. It has been found that the creation of simple software can automate this stage of granting criminal execution benefits, both from a law firm perspective and from the perspective of the State, represented by the prison system and the Judiciary.

The Brazilian legal ecosystem faces structural challenges related to continuous learning, the integration of diverse professional profiles, and the monetization of specialized knowledge. The absence of segmented platforms validated by the legal community itself has led to content dispersion, user frustration, and difficulties in the systematic development of competencies within law firms and institutions. In this context, the present research proposes the development of JuriStudy, a continuous, gamified, and collaborative legal education platform, conceived as a scientific-entrepreneurial response to these gaps. The general objective is to develop and validate a digital educational solution that unifies learning, community, and employability in the legal sector, through the application of methodologies such as entrepreneurial science, design thinking, open innovation, and market validation. The methodology is structured into three dimensions: (i) the scientific dimension, dedicated to the analysis of theoretical frameworks on entrepreneurial science, edtechs, and technological innovation; (ii) the technological dimension, focused on iterative development of prototypes and a Minimum Viable Product (MVP) grounded in UX, UI, and scalable microservice architecture; and (iii) the innovation dimension, encompassing business modeling through the Business Model Canvas, conceptual validation with stakeholders, and the design of traction and market strategies. Partial results confirm the initial hypothesis, validate the proposed value model, and demonstrate the development of a functional prototype currently in preliminary testing and iterative refinement. It is concluded that JuriStudy represents an innovation aligned with contemporary demands for legal education, with economic, social, and educational impact potential within the Brazilian legal ecosystem, promoting the integration of science, technology, and the legal market.

The practical knowledge accumulated in the daily routine of public servants constitutes a valuable yet vulnerable asset. When residing solely in individual memory, it creates dependency on key personnel and risks administrative discontinuity within the Judiciary. In the judicial registries of the Federal Justice of Rio Grande do Norte (JFRN), the execution of registry operations is strained by an excess of systems and frequent regulatory updates. Given this scenario, this study investigated how to design and evaluate an artificial intelligence (AI) based platform capable of supporting the externalization of tacit knowledge in this environment. The general objective was to develop a technological-organizational solution to mitigate dependency on this knowledge in the operational registry routines of the JFRN. Methodologically, the Design Science Research (DSR) approach was adopted, conducting applied research with a mixed-method strategy. For problem diagnosis and ideation, a structured questionnaire was administered to 43 public servants, alongside workshops using the Creative Framework (Business Stage), an AI-assisted Triztorming session, and the mapping of the payment requisition pilot workflow using BPMN notation. The business modeling was structured through the Lean Canvas and Value Proposition Canvas frameworks. The extracted requirements guided the construction of a high-fidelity prototype of the platform named "O Colega" (The Colleague), which integrates an explicit knowledge repository, flowcharts, and an intelligent conversational assistant focused on the legal-registry domain. The technological evaluation was carried out through task-based usability tests with 12 participants, followed by a form based on the Technology Acceptance Model (TAM) and qualitative content analysis. The diagnostic results confirmed that 83.7% of the servants rely on direct interaction with colleagues to resolve doubts, and that length of service or legal background do not significantly reduce the perceived difficulty of tasks. In the prototype evaluation, all TAM dimensions exceeded the acceptance threshold of 4.0 points, with pedagogical and functional usefulness standing out with an average score of 4.83, in addition to institutional validation obtained through the tool's selection for the JFRN priority project portfolio. It is concluded that the artifact is viable, possesses a high intention of adoption, and complies with the governance guidelines of CNJ Resolution No. 615/2025.

Traditional training models adopted in the Brazilian public sector present limitations in developing socio-emotional competencies that are essential for professional performance, such as communication, collaboration, leadership, and problem-solving. Although serious games and immersive technologies have shown potential to promote more engaging learning experiences, structured methods tailored to their application in the institutional context of the public sector remain scarce. In this context, this research aimed to develop and validate an immersive training method based on serious games integrated with virtual reality for public servants, while also analyzing the conditions for its adoption and diffusion within the Judiciary. This applied research adopted a mixed-methods approach structured around two complementary dimensions: technological development and innovation management. The EDscaper method was conceived based on the principles of Design Science Research and Design Thinking and was developed and validated with employees of the Federal Court of Rio Grande do Norte. In parallel, analyses were conducted regarding innovation adoption, business model design, and market sizing. The results revealed positive participant perceptions regarding learning, engagement, interaction, and the applicability of the experience to the workplace context. The technical-entrepreneurial outputs generated included the documented EDscaper method, a functional virtual reality Escape Room prototype, a Game Design Document (GDD), and trademark registration with the Brazilian National Institute of Industrial Property (INPI). The adoption analysis indicated potential for replication in public organizations; however, the economic sustainability of the solution proved to be conditioned by institutional factors typical of the Business-to-Government (B2G) context, particularly budget constraints and public procurement cycles. It is concluded that the EDscaper method constitutes a pedagogically grounded and technologically feasible alternative for immersive training of public servants. Its main contribution lies in the proposition of a structured, documented, and replicable methodological process, expanding the possibilities for the use of immersive experiences in people development and innovation initiatives within the public sector.

The analysis of 40,297 historical service records from the Federal Regional Court of the 5th Region (TRF5) revealed systemic inefficiency in low-complexity technical support for the Electronic Judicial Process System (PJE), motivating the development of this research. This dissertation investigates the extent to which the integration of statistical diagnosis and structured creative methodologies enables the identification and development of an adequate technological solution to reduce this inefficiency at the Federal Regional Court of the 5th Region (TRF5). The applied research, with a scientific-entrepreneurial qualitative-quantitative approach, was structured in two complementary axes: Technological Development and Innovation Management. Statistical diagnosis of a historical base of 40,297 service records over 24 months revealed that 85.0% of the low-complexity support queue (N1/N2) calls at TRF5 originate from lawyers, with a correlation coefficient r = 0.973 between lawyer calls and total queue volume, and that 77.4% of these demands are automatable — concentrated in four high-priority categories representing 67.6% of the automatable volume. Based on this diagnosis, the Triztorming and Creative Framework methodologies were applied with six interdisciplinary fictional personas, generating 216 ideas and independently converging on the virtual assistant as the priority solution: the PJE-Expert emerged from the creative process as a response to the demands identified by the statistical diagnosis. The functional prototype, developed with a Natural Language Processing architecture, WhatsApp Business API channel, and integration with the OTOBO ticket management system via REST API, was technically validated by PJE specialists and subjected to usability testing with real users, and registered with Brazil’s National Institute of Industrial Property (INPI) as software. The Social Cost-Benefit Analysis yielded a Social Net Present Value of BRL 59,012, Internal Rate of Return of 16.4%, Benefit-Cost Ratio of 1.09, and payback of 3.3 years, based on 497 automatable calls per month — 50.9% of the estimated monthly volume of the lawyer queue, with no additional conservatism discount applied. Results demonstrate that the adopted methodological integration is viable, replicable, and produces solutions with greater empirical legitimacy than those developed without structured diagnosis.

The State's capacity to plan, execute, and evaluate its actions with consistency and results-oriented governance constitutes one of the central concerns of contemporary public administration theory, a debate that, within the Brazilian Judiciary, acquired precise institutional contours following the establishment of the National Council of Justice and the institutionalization of national strategic plans through structuring resolutions. Notwithstanding the normative progress observed, a relevant asymmetry persists: while long-term institutional strategic planning has been consolidated as a permanent organizational practice, the formalization of strategic management at the level of the mandate cycles of leaders of federal judicial units, presidents of Federal Regional Courts and district court directors, remains without specific normative discipline, a circumstance that produces managerial discontinuity, misalignment between each administration's priorities and the long-term institutional strategy, and reduced organizational predictability for public servants, litigants, and other stakeholders. Against this backdrop, this dissertation aims to analyze, through a Systematic Literature Review conducted according to PRISMA 2020 guidelines, the available scientific evidence on the application of strategic management instruments in Public Administration and their organizational effects, with a focus on the Judiciary and the specific context of the Federal Justice, in order to produce a qualified synthesis that supports the development of a technical product applicable to that institutional segment. The methodological design adopts Design Science Research as the structuring paradigm, articulating two complementary dimensions: a diagnostic dimension, operationalized through the Systematic Literature Review with content analysis following Bardin (2011), and a propositional dimension, oriented toward the development and evaluation of the resulting normative artifact, constituting applied research with a qualitative approach, a descriptive-analytical mode in the evidence-gathering phase, and a propositional mode in the technical product construction phase. The results confirm that the absence of formal mechanisms for strategic formalization in the mandate cycles of public organization leaders consistently produces, across different institutional contexts, the three consequential patterns identified in the problem statement (initiative discontinuity, strategic misalignment, and reduced organizational predictability) and that the mere existence of long-term institutional strategic planning is not, by itself, sufficient to mitigate these patterns in the absence of normative mechanisms connecting such planning to the operational priorities of each management cycle. Based on this evidence, a proposal for a Resolution of the Council of Federal Justice was developed, establishing the Strategic Management Mandate Plan as a binding obligation for leaders of first and second-degree Federal Justice units, with minimum content traceable to the systematic review's evidence, periodic monitoring mechanisms, mandatory disclosure of results, and a responsive regulation architecture combining formal obligation with technical support instruments and compliance facilitation. The study concludes that the formalization of strategic management in mandate cycles constitutes an institutional mechanism for strengthening public governance, capable of transforming strategic continuity from a variable dependent on individual managerial disposition into an emergent property of the organizational structure itself, raising the minimum institutional governance standard of judicial units and contributing to the reduction of the normative asymmetry identified in the Federal Justice regulatory framework.

Low adherence to medication regimens among patients with chronic diseases represents a serious public health issue, frequently associated with the occurrence of Medication-Related Problems (MRPs). Although pharmacotherapeutic monitoring is recognized as an effective strategy for identifying and resolving these problems, its implementation in community pharmacies still faces structural and operational limitations—notably, a lack of specific clinical digital tools to support the systematic recording, analysis, and longitudinal monitoring of pharmacotherapy. Against this backdrop, this dissertation aimed to develop Clinfarm, a technological solution resulting from a scientific-entrepreneurial research effort. Conceived as a specialized web application for pharmacotherapeutic monitoring, it focuses on optimizing the identification and resolution of MRPs. To achieve this, an applied methodological approach involving incremental and iterative development was adopted. The process combined principles of Design Thinking—to understand user needs—with the Rational Unified Process (RUP), a structured software engineering model based on phases and iterations. The architecture was designed using the hexagonal pattern (ports and adapters) and structured into microservices to ensure modularity, scalability, and maintainability. The system was implemented as a web application with integrated clinical functionalities, including structured encounter logging, the definition of monitoring parameters, automated alerts for potential MRPs, and organized clinical data analysis. The proposal was validated through an exploratory approach involving semi-structured interviews with community pharmacists; the goal was to assess how well the solution met clinical practice needs and to evaluate the tool's perceived utility within the context of pharmacotherapeutic monitoring. The results indicate that Clinfarm—as a technological solution derived from applied research—provides significant support for pharmacists' clinical practice, contributing to better-organized care, enhanced patient safety, and the potential to strengthen treatment adherence. It is concluded that the system contributes to bridging a technological gap in drugstores, with a potential positive impact on the quality of care and public health.

Abstract This dissertation investigates the institutional governance of the allocation of pecuniary penalties within the Brazilian Judiciary, analyzing the regulatory role of the National Council of Justice (CNJ). The central problem lies in the structural gaps in governance, transparency, and accountability regarding the management of these resources (fines, pecuniary penalties, and non-prosecution agreements). The study mobilizes the theoretical framework of contemporary public governance, linking it to institutional innovation and administrative efficiency. The qualitative and documentary methodology is based on a national and international literature review and the analysis of the CNJ's regulatory framework, without primary data collection or quantitative analysis.
The results reveal that, despite the regulatory advances induced by the CNJ, the system still lacks a unified national model. Regulatory asymmetries persist among courts, alongside weaknesses in financial traceability, a lack of active transparency, and low social participation in resource allocation. As a technical contribution, the research proposes a conceptual governance model structured into four interdependent dimensions: transparency, institutional control, traceability, and social participation. It concludes that standardizing and modernizing the administration of pecuniary penalties is imperative to strengthen the legitimacy of the justice system and promote effective accountability to society.

This dissertation investigates the development of a high-fidelity chatbot prototype based on generative artificial intelligence to support the budgetary and financial management of the Regional Electoral Court of Rio Grande do Norte (TRE/RN). The research problem stems from the operational limitations faced by the Budgetary and Financial Planning Section (SEPOF), which are characterized by a high volume of information demands, manual queries in specialized systems, and the need to produce technical responses with accuracy, traceability, and timeliness. The general objective was to develop OPTIMUS.BOT, an intelligent virtual assistant designed to support recurring queries, democratize access to budgetary information, and substantiate administrative decisions. Methodologically, this is an applied, qualitative study guided by Design Science Research (DSR), combining document analysis, participant observation, and high-fidelity prototyping. The solution was designed using prototyping and artificial intelligence tools, incorporating principles of digital accessibility, plain language, data governance, and Retrieval-Augmented Generation (RAG) architecture. The findings indicate the conceptual and technological viability of the artifact, demonstrating its potential to reduce rework, standardize responses, preserve institutional knowledge, and support data-driven management. It is concluded that OPTIMUS.BOT constitutes an incremental innovation applicable to the public sector, with scalability potential for other administrative units facing similar challenges in accessing, interpreting, and using budgetary and financial information.

ABSTRACT The principles of procedural speed and judicial efficiency are constitutional imperatives pursued by the Brazilian Judiciary. However, the system faces a chronic structural overload, with more than 83.8 million cases in progress and an average processing time of four years and three months per case. Within the Federal Justice system, this scenario is intensified by the high volume of Continuous Cash Benefit (BPC) demands, highly standardized cases whose procedural analysis and manual drafting phase represents a significant operational bottleneck, consuming considerable time from judges and court staff on repetitive tasks suitable for intelligent automation. In this context, this research aims to propose and validate a Proof of Concept for an Artificial Intelligence tool integrated into the Electronic Judicial Process system (PJe), named MagisDraft, to measure the impact of its use on procedural analysis time and court order drafting in BPC cases, compared to the current manual method. Using a qualiquantitative approach with bibliographic, documentary, and controlled experimental research strategies, the study seeks to validate the hypothesis that the native integration of Artificial Intelligence into the PJe workflow significantly reduces the time spent at this stage. The solution was designed based on the Design Thinking methodology and the RetrievalAugmented Generation (RAG) architecture, in compliance with the guidelines of CNJ Resolution No. 615/2025 and the Brazilian General Data Protection Law (LGPD). The results are expected to demonstrate expressive efficiency gains, contributing to reducing congestion in social security courts at the Judicial Section of Rio Grande do Norte and offering a replicable model for other sections of the 5th Region and the Federal Justice system as a whole. The underrepresentation of women in Brazilian politics constitutes a structural democratic deficit that persists despite the normative advances implemented since the 1990s. In Rio Grande do Norte, a state marked by its historical pioneering role in women's suffrage, the contrast between this legacy and the current low presence of women in spaces of power reveals the limitations of exclusively normative approaches, such as electoral quotas, in overcoming sociocultural and political-institutional barriers. In this context, this research aims to develop social innovation strategies to strengthen women's political participation in Rio Grande do Norte, articulating technological tools, educational content, and the valorization of historical memory. This is an applied study, with a mixed qualitative-quantitative approach and an exploratory, descriptive, and propositional character. Data collection was carried out through a structured electronic questionnaire applied to women over 18 years of age residing in Rio Grande do Norte, and the data were analyzed using descriptive statistics and content analysis. Within the scope of the Alziras Project, technological products aimed at promoting women's political participation were developed, with varying degrees of maturity, comprising a data-monitoring tool (BI Alziromêtro), an integrative digital platform (Portal Alziras), a communication product (podcast), and initiatives focused on valuing historical memory. The field research obtained 394 valid responses and confirmed the research hypothesis across complementary dimensions, evidencing the lack of awareness of the state's pioneering role in women's political history, the deficit in perceived representativeness, the distancing from electoral-political activity, and the centrality of campaign-financing and political-training barriers. The results indicate that social innovation, by articulating data monitoring, political training, and the valorization of historical memory, acts as a complementary instrument to traditional normative measures in addressing the structural barriers to women's participation. It is concluded that strengthening women's political participation requires the articulation of institutional change and cultural transformation, in line with Target 5.5 of Sustainable Development Goal 5 of the 2030 United Nations Agenda.

The world-class maintenance function holds a strategic position in organizational performance, yet the Brazilian reality, particularly within the public sector, is still marked by a predominance of emergency corrective actions and a lack of integrated technological instruments for maturity management. Addressing this gap, this research aims to develop and evaluate, under the Design Science Research paradigm, an integrated framework and a high-fidelity functional prototype in a Software as a Service (SaaS) modality. The solution was designed to diagnose, plan, and control the evolution of the world-class maintenance function's maturity level, using the Federal Justice of Rio Grande do Norte and its linked units as a case study. The methodology adopts a structured mixed-methods approach, combining agile and iterative technological development with exploratory innovation management practices oriented toward market mapping and validation. As results obtained up to the current stage, the technological artifact has been fully developed, operationalizing the convergence of established asset auditing models, request control systems, the PDCA cycle, and the 5W2H quality tool. Organized into four logical layers, the system fills a significant technological void identified in comparison to traditional Computerized Maintenance Management Systems (CMMS). It is concluded that the prototype acts promisingly as an innovative solution for governance and strategic intelligence. The artifact enables the transition from a reactive maintenance scenario to proactive, traceable management that is strictly aligned with the Sustainable Development Goals.

The public education landscape in Rio Grande do Norte faces chronic challenges related to school failure, historically mitigated from a strictly reactive and retrospective management perspective. Positioned at the intersection of information technology and public administration, this research aims to develop an artificial intelligence-based predictive model (FAROL Module) to anticipate underlying factors of student vulnerability, and to validate its integration into the educational platform Jogabilizar, converting the mathematical diagnosis into preventive interventions. To this end, the methodological path was characterized as an applied research with a mixed-methods approach. The creation of the technological artifact was guided by Design Science Research (DSR) integrated with the CRISP-DM cycle, using official microdata from the Basic Education Evaluation System (SAEB) for 2023. The laboratory isolated a sample of 28,791 students from the public school system of Rio Grande do Norte, cleaning missing data and defining risk based on the internal proficiency average. During the modeling stage, the XGBoost algorithm was trained, which demonstrated highly conservative and protective mathematical behavior, achieving a Global Accuracy of 78%, an Area Under the ROC Curve (AUC-ROC) of 0.865, and a Recall of 70% in identifying students on the verge of failure. In order to overcome algorithmic opacity and meet governmental transparency requirements, Explainable Artificial Intelligence (XAI) was applied through SHAP values. Game theory revealed that the main drivers of risk are not limited to the classroom but are strongly anchored in structural socioeconomic vulnerability (lack of consumer goods), absence of extracurricular study time, prior retention history, high family cohabitation, and student perception of decontextualized pedagogical practices. It is concluded that the integration of big data with explainable algorithms provides public administration with a surgical diagnostic tool. By operating under the premise of data-supported human intervention, the solution consolidates the transition from a reactive governmental model to the design of evidence-based preventive public policies

The autonomous real estate broker concentrates operational functions that generally require multiple tools, many of which are poorly compatible with their mobile and conversational routine. This dissertation documents the development and evaluation of ACORI, a conversational agent based on generative artificial intelligence that uses dialogue as its primary interface for real estate business operations. It enables property registration via photography and audio, customer service and lead qualification, sales funnel management, scheduling, and advertisement synchronization, all complemented by a management and auditing web panel. The research articulated two methodological axes. For technological development, Design Science Research was adopted, operationalized by Design Thinking. This involved discovery through questionnaires and interviews, iterative prototyping in an EMBRAPII R&D project, and multi-layered evaluation, which included business rule verification, minimum viable product acceptance, expert interface assessment, and field use observation. In the innovation management axis, documentary research, competitor analysis, market sizing, Business Model Canvas modeling, and an impact assessment related to the Sustainable Development Goals were conducted. The solution was structured on a three-component cognitive architecture: contextual perception, situated reasoning with tool triggering, and adaptive incremental memory. Operating commercially since May 2026, it achieved a technological maturity higher than initially anticipated in the project. The results demonstrate the artifact's functionality as specified and its subjection to critical evaluation, although its effects on brokers' commercial performance have not yet been empirically verified. To address this limitation, an experimental protocol was established in a pilot project with a partner real estate agency. The technical-entrepreneurial products resulting from this work include the operational platform, a replicable architecture, an autonomous local real estate market database, the technology transfer report, the trademark registration request at INPI, and the active startup.
