Founded in 1964, the Rio Grande do Norte State Secretariat for Public Health - Sesap/RN is responsible for planning, organizing, directing, controlling and executing government programs and projects dedicated to public health. With a workforce of more than 12,700 active employees and a population of more than 10,000 inactive employees and pensioners, one of the organization's main challenges was career management. It was within this context that the efforts of this scientific-entrepreneurial research aimed to develop and implement an information system focused on human capital management for Sesap/RN. The research has an applied nature and a quali-quantitative approach, with exploratory objectives and documental, bibliographical and experimental procedures. In the action-research, innovation management was carried out: in the ideation and in the gathering of requirements for prototyping the system, as well as in the validation of the prototype and in the application of the tool. Among the results, the implemented information system made it possible to identify the professional category, the qualification of the workforce and the organizational capacity. As a result, the workforce is more interested in professional training to boost their careers. In order to disseminate the system's functionalities, a tutorial and a set of workshops were made. Additionally, a potential for optimizing the organizational allocation of the available workforce is identified.
