SUMMARY:

Startups are flexible and innovative organizations with developing business models, seeking maturity and competitive advantages that consolidate their position in the market. In this evolution, startups commonly face challenges in pursuit of their goals due to various factors, from internal challenges, such as poor process management, to external challenges, such as losing competitiveness and attractiveness of their initial solutions. In the corporate world, strategic management has been presented as a solution for top management to structure business models, even if complex, through strategic planning maps that align the strategic objectives of the company's managerial vision with the processes and activities carried out by each team. Startups, however, face difficulties in applying strategic management approaches due to the uncertainties inherent in growing businesses and the need for agile approaches that can accommodate the frequent changes that are part of startups' routines. With this challenge in mind, this work presents a reconceptualization of methods for strategic management, making them flexible and agile enough to adapt to the realities of startups. For this, the fundamentals of competitive advantage and challenges that interfere with the success of startups were studied, proposing a combination of the Balanced Scorecard (BSC) and Objectives & Key-Results (OKRs) models for the strategic management of startups. In this way, strategic management techniques can be applied in a structured and agile way, in a model called Business Strategy Engineering (BSE). BSE, therefore, is a strategic management approach redesigned to meet the dynamics experienced in startups, allowing these organizations to think and act strategically, contributing to the planning of their strategic objectives and obtaining a competitive advantage
