SUMMARY:

The Research, Development and Innovation (RD&I) projects, in the scope of the Brazilian public Scientific, Technological and Innovation (STI) Institutions, were boosted with the advent of the New Legal Framework for Science, Technology and Innovation (Law no. 13.243/2016) and related legislation. Towards optimizing the appropriation of legal demand, there is a window of opportunities for the development of an agile management methodology. It is clear that, in order to improve the speed of the various phases of projects, it is necessary to use an agile management methodology. In this work, from the analysis of several management tools (MS Project, Artia, Slack, Asana, GanttProject) and widely known agile methodologies (Scrum and Design Thinking), a model of an Innovation Management Methodology was conceived aiming at the optimization of RD&I projects where, using this methodology, the possibility of assessing the Technology Readiness Level (TRL) for the improvement or creation of processes, products and/or services within these Institutions was implemented. The validation of the Methodology was possible with the insertion of a Research Project, of the Barreira do Inferno Launch Center (CLBI), in some phases, considering the development of a prototype of a Digital Platform where Optimus begins to be implemented, with the attainment of the proposed main objective: to propitiate celerity to RD&I projects. It was observed, thereby, the speed of processing and the simplification of internal procedures.
