RESUMO:

In introducing European methodologies and tools in the construction of intelligent and humane cities in Brazil, for the first time, the program 'Natal - Smart and Human City' is a strategic action of the municipal government toward local socioeconomic development. The research aimed to develop the initiative, established from a formalized partnership, in 2015, through a technical cooperation agreement between the Municipality of Natal and the Federal University of Rio Grande do Norte. Among the actions taken, was adopetd the open platform FIWARE, made available by the European Commission, as well as the MyN methodology of the Intelligent and Human Cities. The vision of the Program was the starting point of the City Hall to co-design, with the University, a strategy optimized for the needs and resources of the city. In this direction, a diagnosis was begun, adapting to the local reality, the European methodology WIN (Wishes, Interests and Needs). With the tool, it is possible to identify existing resources and needs and to determine in a participatory way the priorities of the services to be developed, thus co-creating joint work plans between the partners for the creation of applications and services aimed Identified needs. The text describes the different initiatives, the problems encountered and the solutions adopted. In this direction, the work explores guidelines in the Natal Metropolitan Region (NRM) that can be used in other cities, stimulating the creation of specialized local skills in intelligent and human applications and services. The validation of the methodologies and technologies of the Program is already happening in the approaches initiated in the prefectures of NRM. On the other hand, the initiative is also being applied in small cities, as is the case of Jardim do Seridó RN. The wave of enthusiasm already created is a prelude to success that has consolidated the validation of the methodologies adopted. The use of the FIWARE platform allowed the integration of open data of the City Hall, creating new services and optimizing existing ones, thus promoting a more open, transparent and efficient governance. In addition, the new services add value to the well-being and quality of life of the population and, at the same time, have stimulated the integration of the local innovation ecosystem. The Urban Living Lab environment has consolidated the advantages of each of the partners, with the City Hall as an integrating link of these competencies. The strategies also provided important results for the creation of the Municipal Innovation Policy, proposed by the Municipal Council of Science, Technology and Innovation. For the citizens, the main socio-economic results translate into the generation of employment and income, within the principles of urban sustainability.
