RESUMO:

In the 21st Century, innovation presents itself as one of the essential elements for the competitiveness of a nation. In this context, Brazil has belatedly sought its insertion in this new productive paradigm, in order to present a mismatch between the public sector, business, society and universities in the formulation of strategies that enhance the current local comparative advantages and seek the creation of others that generate socioeconomic wealth. Even with the institutional formulation of the National Innovation System (SNI) and the construction and updating of the regulatory framework to stimulate National technological innovation, the country still presents a low productivity of its economy (DE NEGRI; CAVALCANTE, 2014; MARQUETTI, 2002; NOGUEIRA, 2016). This context is justified by the absence of innovations in its value chain, as well as the incipient investment in Science, Technology and Innovation by the public and mainly private actors (MCTIC, 2016). This diagnosis becomes even clearer when a decline in investments in the area is noticed since the beginning of the economic crisis in 2014 (MCTIC, 2017), and highlights the need to consolidate the culture of innovation between the public sector, the productive sector , society and universities, actors of the four-helix model (4H) of the innovation ecosystem (CARAYANNIS; CAMPBELL, 2011). In this context, the research was centered on institutional innovation, aiming to identify bottlenecks, as well as elaborate strategies, of academic production overflow in the socioeconomic dynamics. In addition to focused initiatives on the strategic management of public and private institutions, the research focused on the development of strategies to disseminate the culture of innovation. Based on this analysis, education presents itself as a fundamental basis for building, structuring and consolidating the culture of innovation among the various actors of 4H, in order to establish the civic empowerment necessary for the social appropriation of innovation and, consequently, to establish a NIS that transforms knowledge in socioeconomic wealth. With the support of this premise, this work sought, from the experiences of quantitative and qualitative analysis of the evolution of the teaching-learning methodology of the discipline Management and Economics of Science, Technology and Innovation, as well as of the textual productions of the students of this discipline during the periods 2010 to 2017, establish a teaching-learning strategy that consolidates the student's appropriation of the role of innovation as a generator of socioeconomic wealth, in order to consolidate basic premises that allow the scalability of the method to other students, different levels of teaching .
