SUMMARY:

This research deals with the functional interrelations between the work activities in an itinerant and multiprofessional service of the Primary Care of the SUS, focused on the care of the Homeless Population (PSR), called Office on the Street (CnaR) and the affective life of these professionals - this research, that is, is a continuation of my master's research and my previous experience as a CnaR professional. Created in 2011/2012, CnaR is being considered by us as a developed fruit of Brazilian history for social rights, being the result of broad and complex processes, but which we will now represent by the Brazilian Health Reform Movement and the organization of the National Movement of the Street Population. Thanks then to the legal and institutional conditions of the SUS (such as the principles of universal and integral right to health, as well as equity) established in the 1988 Constitution and put into practice, in the specific case, by MNPR pressure, the PSR began to count on this new PC service in a growing number of Brazilian cities. We can see the CnaR as a service of a social policy that arises with the objective of promoting the realization of the right to health to the PSR. In this sense, the social situation of work in CnaR will be understood as an emblematic place to think about ethical-political and technical-operational issues of the social function of social policies. In our ethical-political focus, we ask ourselves the impact in relation to the coexistence, care and defense of the right to health of people considered to belong to one of the most violated and excluded social groups of contemporaneity. From the technical-operative point of view, we are concerned with the use of care technologies such as welcoming and bonding. We see in this the use of the affective life of the professional to promote the care of people who express, often with the very condition of their bodies, the contempt of the capitalist machinery for human life. In broader terms, we will also seek to think about the development of the resources of control of the Brazilian State in the face of the social disarrangements necessary for capitalism. To better understand the seriousness of this professional social situation, we must take into account the social place of the PSR. A PSR é um grupo populacional urbano moderno caracterizado, principalmente, por pessoas em extrema pobreza que moram e vivem fora de um domicílio privado-tradicional, habitando lugares inicialmente não destinados à moradia, como praças, parques, casas abandonadas, marquises, entre outros.  Enquanto grupo populacional, apesar de sua heterogeneidade e multicausalidade, a PSR denuncia a incapacidade e mesmo a impossibilidade do sistema capitalista em promover o bem comum e, neste sentido, é uma expressão radical e concreta da Questão social (QS). Assim, o CnaR é um serviço da política social de saúde brasileira que visa efetivar o direito à saúde a esse grupo populacional historicamente excluído. A atividade de trabalho no CnaR, de fato, possui algumas características que a destacam de outras formas do cuidado em Saúde. Para fornecer o cuidado a PSR, o CnaR é formado por equipes multiprofissionais, itinerantes e territorializadas que, dentro do âmbito da AB, realizam ações de busca ativa e acompanhamento longitudinal, atenção à saúde in loco (nas calçadas, praças, etc) e nos espaços (muitas vezes preconceituosos, burocratizados e precarizados) dos serviços da rede de saúde e intersetorial.  As equipe CnaR lidam, podemos dizer, com dois territórios, dois mundos historicamente opostos, funcionando como uma ponte que os vincula: os espaços hospitalares (emblemas da basca moderna por controle) e os espaços da PSA. Neste sentido, cabe destacar que o CnaR visa não apenas a atenção à saúde propriamente dita, mas também provocar a redeSUS de saúde (enfrentar e desarmar processos discriminatórios que dificultam ou mesmo impedem a PSR acessar e receber atendimento qualificado) e a PSR (pensando a promoção à saúde e o fortalecimento enquanto sujeito político). Assim, diversos profissionais de saúde passaram a acessar locais em que, historicamente, o Estado só chegava com repressão e efetivar, não raras vezes, após um esforço de vinculação, o direito à saúde dessas pessoas. O CnaR, ao defender e efetivar a atenção integral à saúde da PSR como um direito universal, tensiona no SUS em seus princípios e em suas práticas, funcionando como índice e arena da disputa entre modelos de cuidado, entre funções sociais da saúde pública brasileira. Assim, estamos investigando os impactos dessa atividade de trabalho na vida afetiva desses trabalhadores. Nesse cenário relacional, nessa situação social de trabalho, ao pensarmos a vida afetiva dos trabalhadores, teremos nosso olhar específico no desenvolvimento do poder de ser afetado (DPSA). A noção de poder de ser afetado (PSA) é uma noção spinozana retomada por Y. Clot para compreender a subjetividade como um processo singular e relacional inacabado, aberto ao desenvolvimento (mas também à atrofia), apoiado em um corpo apto a ser afetado, memorioso e imaginante.
