SUMMARY:

This thesis is a theoretical essay whose objective is to analyze the practices of Harm Reduction (HR) with regard to the possibilities for the construction of an ethical-political project. As specific objectives, it proposes to: analyze the structuring relationships between drugs and the capitalist mode of production (CMP) in the specificity of the Brazilian social formation; to analyze the theoretical-practical trajectory of HR and its relations with the political historical context and; discuss which corporate projects are expressed in HR conceptions and the possibility of an alternative project. Within the complex relationship of determinations that surround this phenomenon, we can see that, within the CMP, its structural elements and its ideology are strengthened through the prohibitionist ideology. This ideology is so closely linked to the reproduction of the present social order that it can be identified even during governments that set out to express the interests of the working class and the subjugated and oppressed groups of that order. Amidst the ideological structure of prohibitionism, there are also places of fractures, from which HR as a praxis emerges, in the very context of the drug phenomenon. This is often presented as a paradigm opposed to prohibitionism and focused on the subject/substance relationship, which seeks to provide conditions for establishing use and care strategies for people who use drugs. In this work, we start from Marxian social theory and the Marxist tradition as the basis for our reflections and analyses. However, we know that even such a tradition has not historically had a univocal relationship in the debate on drugs. And we noticed that, within the Marxist perspective, throughout its history, in several of its speeches and theoretical analyses, there was a departure from the theme, for various reasons such as, for example, superficial and simplistic interpretations of this determination of drugs, or even a moralism about the working class and its revolutionary horizons. In turn, it is also possible to identify a process of theoretical emptying and an excess of pragmatism in many interpretations and actions on and with HR, which reminds us of the need for a critical theoretical approach. It is worth noting that HR is historically a strategic line of construction of care and a theoretical-practical place to be disputed and that is crossed by historical conjunctures. In an attempt to understand the nature of the social totality, understanding that it is composed of complexes, dynamized by contradictions and covered by layers, it is necessary that we are open to partially approaching these phenomena and refuse to adopt any deterministic and absolute conclusions about the subject. Thus, we propose notes, possible obstacles and paths for the constitution of HR as an ethical-political project. And, it will be fundamental to think about its insertion in the struggle movements of the working class and the problems currently posed for an anti-prohibitionist and anti-capitalist project. In this regard, HR can guide and assist in the construction of strategies and means that allow people who use drugs to be supported by a more humane and realistic logic, in addition to enabling an anti-prohibitionist path, putting in check and facing an ideology so structuring in the capital world.
