SUMMARY:

In this research, we are interested in thinking about how a global phenomenon, the people living in the streets, is unique in the Cariri region of Ceará. Our general objective was: to analyze the production of the phenomenon of local people living in the streets, considering their ways of life and resistance; and as specific objectives: a) Describe the historical elements that are present in the production of people living in the streets in this region and how they are updated in the history of the present; b) Know the narratives of people who live off/on the streets in the region of Cariri about everyday life; and c) Identify trajectories and ways of life between the adversities and resistances to life on the streets. From a methodological point of view, this research took place in two moments: initially an ethnographic work, where we used participant and itinerant observation, everyday conversations and field diary records, which resulted in the construction of narratives about ways of life on the streets. As singularities of the people living in the streets in Cariri, we find figures such as blessed, pilgrims and remnants of the Psychiatric Hospital. Later, during the pandemic of the new coronavirus, we carried out a documentary research, through reports written in the media, available in online format, where we sought to draw a picture of the actions taken in relation to the people living in the streets and COVID-19 in the Cariri region. The different figures and contexts do not run out when it comes to thinking about the constitution of the people living in the streets in Cariri. They are clues to monitor and affirm the plurality of people living in the streets. Marked by historical, social and economic elements of the city, it has local characteristics, which does not allow to or makes it very difficult think of it in homogeneous terms and this does not manifest itself as a problem, but as a potency to be faced in our ways of produce research and policies. The pandemic exposed the difficulties for us to implement public policies. We identified that many actions aimed at the homeless population in Cariri were carried out by civil society and not by public policies. The State was negligent in its actions or in the way it carried them out, and we had a network of solidarity, which produced other ways of caring. In Cariri, we find singular figures of people living in the streets that exist because of their relationship with the city, in a double movement of producing it and being produced by it.
