RESUMO:

The occupation of the street by a population segment is a phenomenon that goes back to the advent of the first cities, when peasants begin to migrate from the countryside in search of better living conditions. In contemporary times, this phenomenon keeps different determinations, which, among other things, relate to unemployment and the breakdown of family ties. In Brazil, the processes of criminalization of homeless people are highlighted in laws that criminalize the condition, with emphasis on coercive and intolerant tendencies in the way the state and the civil population deal with the segment. In response to episodes of violence, in 2005, the National Movement of the Population in Situation of the Street (MNPR) was created, which has been gaining several advances and participation in the construction of public policies. The general objective of the research is to investigate the processes of production of subjectivity relative to the political militancy of the population in street situation; the specifics, to know the process of constitution of the National Movement of the Population in Street Situation in the city of Natal-RN and to identify the subjective effects in the population in the street situation from its insertion in the political struggles of the MNPR. It is a qualitative research, in a cartographic perspective, which allowed the monitoring of the phenomenon in its processuality, identifying its forces, power relations, discourses and enunciations, through interviews and participant observation. To choose the interviewees, we followed the criterion of time of participation in the movement, being chosen those who had more time of militancy. Thus, it charted the process of political organization, a monitoring of militant context of meetings in which circulates the population in street situation. We have identified that the organization of the movement as a political body allows its participants new modalities of subjectivation, which are perceived as citizens of law insofar as they exercise repertoires in the process of militancy, pointing to possibilities in the reach of disruptive effects.
