Waste collection work is a public service that must be provided by municipalities as holders of urban cleaning and solid waste management services. The National Solid Waste Policy (PNRS) assigns municipalities to draw up Municipal Plans for Integrated Solid Waste Management (PMGIRS) that include the implementation of selective collection with the participation of cooperatives or other forms of waste picker associations. The activities of autonomous collectors or groups of collectors play an important role and have a great impact on waste management in cities, which is why it is important to promote incentive policies for the growth and structuring of selective collection, however many of these activities end up not being noticed by public managers or even by the local population. The municipality of São Gonçalo do Amarante (SGA), located in the metropolitan region of Natal, in Rio Grande do Norte, has had a PMGIRS since 2014, contemplating the social inclusion of collectors in municipal solid waste management. This dissertation will address the themes of selective collection in the previously mentioned municipality and the social inclusion of collectors in this process, problematizing the issues in accordance with what the law and legal instruments in question recommend, with the objective of analyzing the activity of collecting urban solid waste. in the municipality of São Gonçalo do Amarante, regarding the execution of the work of the collectors and the actions of the public authorities, in light of the PNRS and the PMGIRS/SGA.
