SINGLE URBAN MOBILITY SYSTEM: BRAZIL AND MÉXICO IN COMPARED PERSPECTIVES

This research aims to investigate the proposal to build a regulatory framework for urban mobility, under the title “Single Mobility System”, derived from the “Triple Zero Coalition” agenda. The objective is to investigate urban mobility through its metropolitan governance, with a close eye on the regional integration of modes and municipalities, with regard to its operationalization. Additionally, the literature on Brazilian development and underdevelopment is used to understand the context of national urban mobility, and also the recent literature on urban reform and the right to the city, mainly that developed within the scope of the Metropolis Observatory. To this end, a quantitative-quali methodology is applied in a comparative format between two municipalities with different realities, Rio de Janeiro, Guadalajara(México) and Natal. The idea is to understand how SUM can uniquely encompass such antagonistic realities, here on the discussion of urban mobility.
