SUMMARY:
The model of access to land through Market Assisted Agrarian Reform (RAAM) was idealized by the World Bank
and established in Brazil in 1997, with the institutional discourse of reducing conflicts and rural poverty, in a
political and ideological context of global references of new ideas that influenced the Fernando Henrique
Cardoso government to think about alternatives to the traditional models of expensive public policies for the
State. Thus, the object of study of this thesis is the implementation of the Agrarian Market Reform policy in the
northeastern states. With this, the diffusion of public policies can be considered as a broader phenomenon that
occurs on a macro scale and arises to understand how actions taken in one place influence policies, programs or actions in another place/country (COÊLHO, 2016; ROGERS, 2017 ). The aim is to understand this process
through the theoretical framework of the diffusion of public policies with a focus on the approach of internal and external determinants, as well as on the mechanisms of policy diffusion, highlighting which elements
contributed to the adoption of this model in Brazil and its diffusion in the Northeast Region. Therefore, the
general objective of the research is to analyze the process of dissemination of the Market Agrarian Reform
policy in the subnational governments of the Northeast Region, emphasizing the factors that influenced these
governments to adopt this model of agrarian reform. With that, the question that guides this research is: how
did the Northeastern subnational governments implement the market-based agrarian reform model? That is,
what were the internal and external determinants and the mechanisms used in the process of diffusion of the
Market Agrarian Reform model in the Northeastern subnational governments? To achieve the objectives, semi
structured interviews were carried out with researchers on the subject, managers of the current land financing
program, Terra Brasil in the northeastern states and actors linked to the social movement of struggle for land,
CPT, CONTAG, MST, in addition to document analysis from the bulletins released by the Indicator Panel of the
former Ministry of Agrarian Development to characterize the programs that operationalized this model of access to land in Brazil and documents from the World Bank. As main results, the research found that the MALR was implemented in the Brazilian Northeast because it concentrates the highest amount of poverty in the country and because it presents a social, economic and political environment favorable to its adoption; The pilot project was put into operation in the state of Ceará in 1996. As of 1997, the model is expanded to the Northeast Region through the Cédula da Terra and Fundo de Terras - Banco da Terra Programs, the result of political articulation by subnational government managers, central government and financial and intellectual support from the World Bank. Social movements fighting for land vehemently defended agrarian reform via expropriations and demanded the end of the RAAM. However, CONTAG joins the World Bank, becoming the main player in disseminating this model to farmers for access to land. The results show that in the Northeast region, the market-assisted agrarian reform diffusion process was marked by learning and emulation mechanisms.
