The growing increase in the generation of Urban Solid Waste (MSW) is a problem
worldwide. Their inadequate disposal has environmental consequences,
socioeconomic and public health. Countries' legislation on MSW management
can play a decisive role in the impacts generated. In Portugal, politics
environment has always advocated less exploitation of natural resources and adopted
efficient MSW management and recycling. On the other hand, Brazil is currently the
fourth largest generator of MSW (81.8 million tons per year) (ABRELPE, 2022).
Although the National Solid Waste Policy (PNRS) established by Law no.
12.305/2010 has established the closure and recovery of landfills by 2014, the
controlled dumps and landfills are still a reality in many Brazilian municipalities.
Given this context, there are difficulties in decentralization and effective
implementation of the Policy in the country, such as the lack of planning,
financing and technical and political capabilities. In order to contribute to the topic,
this study aims to analyze and critically contrast the destination
environmentally adequate use of MSW in Brazil and Portugal considering the application of
national policies. To this end, the methodology used will be a comparative study between
the Brazilian and Portuguese Solid Waste Policy in a case study in management
of MSW in the municipalities of the Functional Metropolis of Natal (Natal, Parnamirim, São
Gonçalo do Amarante, Extremoz, Macaíba and Ceará Mirim) and the municipality of Porto in
Portugal in the area of influence of Lipor (Porto, Espinho, Gondomar, Matosinho, Póvoa
Varzim, Valongo and Villa do Conde). The research will be qualitative and quantitative and will evaluate the
following variables: home collection service and volume collected; destination of
waste and processing units; collection cost and payment methods; and collection
selective and recovery of recyclables (BESEN et al, 2021). They will be used as
time frames the years 1996, 2010, 2019 and 2022. Initially it will be carried out
documentary and bibliographical research on MSW management in the two countries in regulations, academic articles, theses and dissertations. For data collection in the
regarding Brazilian and Portuguese national solid waste policies will be used
official databases of both countries. For data from Portugal,
information from Lipor, which is the Association of Municipalities for Management
Sustainable Waste Management of Greater Porto, responsible for the collection and treatment of MSW
Of region. Afterwards, interviews will be carried out with managers and researchers in the
area. The innovative axis of this study, therefore, is to compare Brazilian and
Portuguese students aiming to understand the evolution of the two countries, learn about the challenges
faced, advances and socio-environmental improvements from the implementation of
national solid waste policies. As a consequence, it is expected to contribute to
a more qualified academic discussion on the topic, subsidizing new studies and
contribute to better implementation of the PNRS in Brazil.
